ULDAGE Inc. ("ULDAGE") announced on July 3 the commencement of patent licensing activities under the system of a patent pool that collectively, and under fair and reasonable conditions, bundles and licenses the patents that are essential to the realization of the UHDTV satellite broadcasting standards, to business operators that are involved in transmission and reception of UHDTV satellite broadcasting (also known as 4K, 8K broadcasting). As for this patent licensing, the following 16 entities holding the patents that have been determined by the Japan Intellectual Property Arbitration Center, a neutral organization, to be essential to the standards, have started the licensing through ULDAGE.

In this digital age, it has become more and more necessary to resolve patent issues under fair and reasonable conditions by simplifying the complicated rights issues and the related complex procedures. ULDAGE currently operates licenses under the patent pool system that licenses those patents which have been gathered and bundled, and determined to be essential to the standards of high definition terrestrial digital broadcasting, high definition satellite digital broadcasting, and high definition digital cable broadcasting (also known as 2K broadcasting) respectively. ULDAGE is proud to have contributed to the smooth development of the industry. The establishment of a pool of this kind relating to the UHDTV satellite standards is also thought to be another contribution to the well-being of business operators that use these standards and to the development of stable business.

With this patent licensing, it is possible for broadcasters and receiver manufacturers to receive a license of bundled patents from a number of patent holders under very reasonable conditions. For example, with respect to receivers, the rates are set at 100 yen per unit in respect of advanced narrowband CS UHDTV receivers and 200 yen per unit in respect of advanced wideband UHDTV receivers, taking into consideration the development of the market going forward.

Furthermore, ULDAGE continues to make a call for patents and sequentially adds patents that have been recognized to be essential to the UHDTV satellite broadcasting standards, aiming for further reinforcement of the patent licensing.

Moreover, with respect to those patents relating to UHDTV standards pertaining to CATV and IPTV (for which calls for patents were commenced in April of this year), ULDAGE plans to hold discussions about the licensing terms and conditions once the holders of those patents have been determined, and ULDAGE plans to commence licensing activities through patent pools that are similar to this satellite broadcasting pool.

アルダージ株式会社は本日、UHDTV衛星放送の送受信（いわゆる４Ｋ，８Ｋ放送）に関わる事業者に対し、UHDTV衛星放送規格の実施に必須である特許を公平かつ合理的な条件で一括して許諾するパテントプール方式での特許ライセンスを開始いたしました。この特許ライセンスは、中立的機関である日本知的財産仲裁センターにより標準規格に必須であると認定された特許を保有する次の16社が、アルダージ株式会社を通じてライセンスを開始することにしたものです。

デジタル時代においては、複雑な権利関係とそれに伴う煩雑な手続をできる限り簡素化し、公平かつ合理的な条件にて特許問題を処理することがますます必要となってきました。アルダージ株式会社は従来、高精細度地上デジタル放送、高精細度衛星デジタル放送、および高精細度デジタルケーブル放送（いわゆる２Ｋ放送）の各規格において必須の特許を集積し一括して実施許諾するパテントプール方式ライセンスを運用し業界のスムーズな発展に寄与してまいりましたが、今回UHDTV衛星放送規格においてもそうした基盤が整ったことは、本規格を利用する事業者の健全かつ安定した事業の展開に寄与するものと思われます。
今回の特許ライセンスでは非常に合理的な条件で複数の権利者の特許を放送局及び受信機製造者が一括して許諾を受けることが可能であり、例えば受信機では高度狭帯域CS方式UHDTV放送の受信機は１台あたり100円、高度広帯域方式UHDTV放送の受信機は1台あたり200円と今後の市場の発展をも視野に入れた条件になっております。

尚、アルダージ株式会社は引き続き特許の募集を行い、UHDTV衛星放送規格に必須と判定された特許を順次追加し、特許ライセンスの一層の充実を図っていく所存です。

又、本年４月より特許募集を開始しておりますＣＡＴＶ，ＩＰＴＶに係るＵＨＤＴＶ規格関連特許につきましても権利者が確定し次第ライセンス条件を協議し、この度の衛星放送同様パテントプールによるライセンスを開始する予定にしております。

ULDAGE Inc. ("ULDAGE"), a patent pool license managing company, announced on April 3 that it is going to make a call for patents essential to the standards of 4K/8K television broadcasting applicable to IPTV and CATV.

Currently, ULDAGE licenses a package of more than 600 essential patents which are related to the present digital television broadcasting standards through a patent pool system. Through this approach, ULDAGE has made a substantial contribution towards the promotion and growth of the digital television broadcasting system following the full transition of the broadcasting system from "analog broadcasting" to "digital broadcasting" by resolving the major patent issues surrounding sales and production of broadcasting receivers and broadcasting services. Further, on August 25, 2014, ULDAGE made a call for patents essential to the standards of 4K/8K broadcasting by satellites, and now has been preparing the new licensing program.

The purpose of this new call for patents is to promote the growth of 4K/8K broadcasting by creating a "one-stop licensing program" under fair and reasonable terms to license essential patents held by a number of patent holders regardless of the types of broadcasting media, and by expanding the licensing scope of 4K/8K broadcasting to IPTV and CATV, followed by the licensing related to satellite broadcasting.

Evaluation of whether a patent is essential for the standards will be conducted by the Japan Intellectual Property Arbitration Center ("JIPAC"), which is a neutral third-party institution with expertise in this field.

For any party that believes it possesses Japanese patents essential to the standards formulated by IPTV Forum Japan and standards formulated by Japan Cable Laboratories and wishes to apply for evaluation of essentiality, please apply for evaluation and submit such patents to JIPAC by June 30, 2017.

パテントプールライセンスを管理するアルダージ株式会社は、本日、IPTV及びCATVの4K/8K放送の標準規格に関する必須特許の募集を行うことを発表しました。
現在、アルダージ株式会社は、関連する特許を一括して許諾する、いわゆるパテントプール方式によって、現行のデジタルテレビジョン放送の標準規格に関する600件を越す必須特許を許諾しております。これにより受信機の製造販売および放送サービスを行うための特許問題を解決し、アナログ放送からデジタル放送への完全移行に伴うデジタルテレビジョン放送システムの普及促進に大いに貢献してまいりました。
さらに、2014年8月25日には衛星放送による4K/8K放送の標準規格に関する必須特許の募集を行い、現在そのライセンス準備を進めております。
今回の募集は、衛星放送に続いてIPTV及びCATVにも4K/8K放送のライセンス範囲を拡大し、伝達メディアに限定されることなく多数の特許権者が所有する必須特許を一括で公平にかつ合理的な条件でライセンスする仕組みを作ることにより、4K/8K放送の普及を促進することを目的としています。
標準規格に必須であるかどうかの判定は、中立的な専門家である日本知的財産仲裁センター（JIPAC）が行います。

ULDAGE Inc. made a call for patents essential to the 4K and 8K Ultra High-Definition Television ("UHDTV") standards on August 25. UHDTV is expected to be the next generation in digital television broadcasting.

ULDAGE now licenses a package of more than 500 patents relating to the current high- definition television standards ("ISDB"). This license has played a key role in the resolution of patent issues in the market and promoted the growth of the digital television broadcasting system in Japan.

The purpose of this call is to create a scheme of a one-stop patent license under fair and reasonable terms and to serve to promote the UHDTV market in Japan. Japan Intellectual Property Arbitration Center ("JIPAC"), a group of independent patent experts, evaluates and determines the essentiality of the patents to the UHDTV standards.

ULDAGE encourages any party that believes it has Japanese patents essential to the UHDTV standards to submit such patents to JIPAC by December 26, 2014 for evaluation. Comprehensive Resolution of Patent Issue Relating to Digital Terrestrial Broadcasting
- ULDAGE and Digital Terrestrial Broadcasters Agree on Execution of License Agreements -

ULDAGE Inc., the patent pool license administrator, is pleased to report that, up to March 28, the respective digital terrestrial broadcasters, namely, each of the 127 members of the Japan Commercial Broadcasters Association, Nippon Hoso Kyokai (NHK), and the Open University of Japan, and ULDAGE, after long-held negotiations, have executed license agreements for patents relating to digital terrestrial broadcasting.

Digital terrestrial broadcasting, which started in Japan in December 2003, is provided in conformity with the so-called ARIB Standards established through discussions among the participating members of the Association of Radio Industries and Businesses (ARIB). The standards  reflect technologies, suggestions, and ideas of numerous broadcasters, device manufacturers, and other concerned parties, and consequently, there is a wide variety of patent holders involved in such technologies, and a large number of patents are also involved.

Unless appropriate measures are taken to tackle this kind of complex patent issue, the standards themselves or the growth of digital terrestrial broadcasting business itself could be negatively affected.

ULDAGE was established in July 2006 in order to resolve such patent issues and promote the growth of the digital television broadcasting system by gathering various patents relating to digital television broadcasting in one place and then licensing them as a package through the so-called patent pooling method.

At present, ULDAGE has pooled approximately 500 patents held by 14 patent holders. Under the license program intended for receivers, which was implemented back in 2007, 161 licensee companies manufacture and sell such devices, and the program has contributed greatly to the establishment of the environment for the expansion of access to digital television in relation to the complete transition from analog broadcasting to digital broadcasting.

Digital television broadcasting cannot be realized unless both ends exist: the broadcasters which send signals that comply with the ARIB Standards and the television receivers which receive such signals.  Consequently, ULDAGE has long pursued negotiations with the representatives of the broadcasters to materialize the license program for digital broadcasting. The recent execution of license agreements with the broadcasters is groundbreaking in that the broadcasters will now reward the patent holders, namely, the developers of the relevant technologies, by directly bearing an appropriate proportion of royalties for the use of such technologies.

As a result, the broadcasters will be able to further their broadcasting businesses in a stable condition without any concern over the issue of digital terrestrial broadcasting-related patents pooled with ULDAGE.

地上デジタルテレビ放送関連特許を一括解決
　パテントプールライセンス管理会社のアルダージ株式会社は、本日までに、日本民間放送連盟加盟１２７社の各社、日本放送協会（NHK）及び放送大学学園の、地上デジタルテレビジョン放送局との間で、かねてより交渉中であった地上デジタル放送関連特許に関しライセンス契約を締結いたしました。
　２００３年の１２月に開始されました日本の地上デジタルテレビ放送は、一般社団法人電波産業会（ARIB）の参加メンバーによって議論され、策定されたいわゆるARIB標準規格に則って行われております。かかる規格は、放送事業者、機器メーカー等多くの関係者の技術、提案、意見を反映したもので、おのずとその技術に関わる特許権者も多岐にわたり、関係する特許の数も多数になります。
　このような錯綜した特許問題は何らかの形で対応をしないと規格そのもの、ひいては地上デジタルテレビ放送自体の普及にも影響してまいります。
　アルダージは、デジタル放送に関連する特許を一か所に集め、一括してライセンスする、いわゆるパテントプール方式によって特許問題を解決し、デジタルテレビジョン放送システムの普及促進を目的として２００６年７月に設立されました。
　現在、アルダージでは１４社が所有するおよそ５００件の特許をプールしております。既に２００７年より開始されております受信機を対象としたライセンスプログラムでは１６１社が契約に基づき製造、販売を行っており、アナログ放送からデジタル放送への完全移行に伴うデジタルテレビ普及の為の環境整備には大いに貢献してまいりました。

　デジタルテレビジョン放送は、ARIB規格に準拠して信号を放送する放送局とその信号を受信するテレビ放送受信機の双方があって初めて実現されます。このことからアルダージでは放送局を対象としたデジタル放送に係るライセンスプログラムについてかねてより放送局関係者との交渉を進めてまいりました。このたび成立いたしました放送局とのライセンス契約は、放送局が技術の使用に対し直接に応分の負担をして開発者である特許権者に報いるという点では極めて画期的なことであります。
　その結果、放送局はアルダージにプールされた地上デジタルテレビ放送関連の特許を気にすることなく使用し安定した放送事業が展開できることになります。
