オープニングセレモニーも開催

　東京都は、2023年8月9日(水）に東京ブランドのPR拠点となる「#Tokyo Tokyo BASE」を、羽田空港第3ターミナルに開設しました。
　「#Tokyo Tokyo BASE」では、アイコンとキャッチフレーズ「Tokyo Tokyo Old meets New」を活用し、東京の魅力を国内外に発信します。また、東京都と民間企業が共同で開発した、伝統的な工芸品から文房具、食料品など、東京旅行の思い出をもっと楽しくする「東京おみやげ」を販売します。店内ではおみやげの販売に加えて、日本文化の体験・ワークショップなどを実施し、東京の魅力を広く発信してまいります。
　開設を記念して実施したオープニングセレモニー、店内イベントでは、世界中で人気のある株式会社サンリオのキャラクター、ハローキティと、今年から東京観光大使に就任した人気コスプレイヤーHakken（ハッケン）さんがスペシャルゲストとして登場し、華やかなオープンを迎えました。

オープニングセレモニーの様子ハローキティとHakkenさんがゲストとして登場。PR拠点の魅力を紹介！
　オープニングセレモニーでは、世界中で人気のある株式会社サンリオのキャラクター、ハローキティと、今年から東京観光大使に就任した人気コスプレイヤーHakkenさんがスペシャルゲストとして、店舗のオープンのお祝いに駆けつけてくれました。
　ステージで日本の伝統的な弦楽器『三味線』や『三線』のDNAを持ちながら生まれた三絃楽器「SHAMIKO」のパフォーマンスが披露されると、ゲストの二人はその音とリズムをノリノリで楽しみました。Hakkenさんは「美しくパワフルな音色で驚いた」と話し、初めて見る楽器に興味津々でした。店舗のオープンについては「どんなものが提供されるのか楽しみです」とコメント。次に店舗を訪れ、おみくじを体験すると、おみくじでお勧め商品となったヒノキの扇子について「この気候にぴったりの商品でリラックスできる香り」と話し、気に入った様子でした。

東京都産業労働局次長松本明子は、PR拠点で「東京の多彩な魅力を実感してほしい」「旅の素敵な思い出作りのお役に立てることを願っている」とコメント。

Tokyo Sustainable Finance Week and Call for Participation in Tokyo Sustainable Finance Forum Set for February 2021
The Tokyo Sustainable Finance Week will be organized in February 2021 by the Tokyo Metropolitan Government (TMG) with the aim of promoting ESG investment and sustainable finance that contribute to development of sustainable cities and enhancing the TMG’s presence in these areas.

During the week, the Tokyo Sustainable Finance Forum will be held, targeted at professionals working at financial institutions and relevant organizations in Japan and overseas. The Financial Seminar for Tokyo Residents will also be held, designed to improve financial literacy and raise awareness for sustainable finance among the general public.

From November 9, applications to attend the Tokyo Sustainable Finance Forum are being accepted. The TMG looks forward to seeing participants there. Applications for the Financial Seminar for Tokyo Residents will open in early December.

　東京都は、2020年2月22日（土）に、「Tokyo Tokyo」をあしらった「東京おみやげ」を販売するショップ「Tokyo Tokyo Official Souvenir Shop」を、羽田空港国際線旅客ターミナル４階江戸小路（東京都大田区羽田空港2丁目6-5 羽田空港国際線旅客ターミナル４階）にオープンします。国内外の旅行者の旅の起点となる空港で、観光の記念となる様々なおみやげを通じて東京の魅力を発信します！

　東京都では、東京の魅力を効果的に発信するために、国内外に向けて旅行地としての東京ブランドの浸透を目的としたブランディング事業を推進しており、その一環として「Tokyo Tokyo Old meets New」のアイコンとキャッチフレーズを用いたPRを展開しています。

　「東京おみやげ」製作プロジェクトは、東京都と民間企業が共同で「Tokyo Tokyo」をモチーフとした商品を開発し、販売するプロジェクトです。これまでに50商品（色違い等除く）を超える、伝統工芸品や文房具、食料品などの「東京おみやげ」を開発しました。
　店内は、江戸から続く伝統と最先端の文化が共存する東京を象徴する「浅草」と「渋谷」を描いた線画がデザインされています。さらに、「羽田空港国際線ターミナル４階江戸小路（エスカレータ付近）にて、オリジナルだるま作りや折り紙教室等のワークショップを実施予定です。

　東京都は、国内外に向けて旅行地としての東京を強く印象づける「東京ブランド」の確立を図るため、「東京のブランディング戦略」を策定し、東京ブランドの浸透を目的としたブランディング事業を推進しています。その一環として、東京の魅力を効果的に国内外へ発信するためのアイコンとキャッチフレーズ「Tokyo Tokyo Old meets New」を策定しました。国内外から訪れる人たちに東京の魅力を伝えるさまざまな活動を展開しています。
　Tokyo Tokyoのアイコンは、江戸から続く伝統と最先端の文化が共存する東京の特色を筆文字とゴシック体の組み合わせで表現し、Old meets Newという言葉も重ねて印象深くデザインしました。伝統の部分は墨で、先進性は未来へ拡がる青い空をイメージしたブルーで表しています。さらに、東京の新しい観光名所である渋谷のスクランブル交差点をイメージしたデザインの「落款」を組み合わせています。

「東京おみやげ」について　
　東京ブランドの浸透を目的としたブランディング事業の一環として、東京都と民間企業が共同でおみやげ商品を製作する「東京おみやげ」製作プロジェクトにより開発した商品です。東京都が商品を公募・選定し、クリエイティブディレクターによるデザイン等の監修のもと「Tokyo Tokyo Old meets New」のアイコンを活用した商品を民間事業者と開発しています。アイテムは、伝統工芸品から文房具、食料品まで幅広いラインアップがあり、販売は主に各事業者の販路を通じて行っています。

　この度、東京都は東京2020オリンピック・パラリンピック競技大会とその先を見据え、外国人旅行者の誘致促進を目的として東京のナイトライフ観光ルートを作成し、12名のインフルエンサーやメディアを招聘し、情報発信を行いました。また招聘者が巡ったルートを東京の観光公式サイト「GO TOKYO」に4月2日に掲載するので、お知らせいたします。尚、招聘者の旅行記は今後同サイトで掲載予定です。

The Tokyo Metropolitan Government (TMG) has been actively working to attract foreign companies to raise international competitiveness and bring about further growth for the capital city by promoting the creation of a more business-friendly environment for overseas businesses and startups.

Building on its efforts to date, the TMG will hold the “Blockchain Business Camp Tokyo” accelerator program for foreign companies that possess advanced blockchain technology in such areas as transactions, securities, IoT, supply chains and the sharing economy. The TMG aims for this intensive three-month program to generate groundbreaking innovation.

In addition to having Tokyo-based, leading Japanese companies that are involved in fields such as transactions, securities, IoT, supply chains and the sharing economy serve as mentors at the camp, the opportunity to connect with investors, Tokyo-based businesses, and others will also be provided. Furthermore, the technologies and services of the foreign companies participating in the program (about five companies) will be advertised for an extended period (*) using digital signage located around Shinjuku and Tokyo stations in the heart of Tokyo, and support will be extended to foreign companies that decide to establish their business in Tokyo.

Tokyo Metropolitan Government to Invite Foreign Companies to Participate in FinTech Business Camp Tokyo
The Tokyo Metropolitan Government (TMG) is preparing a new plan which can be termed the "Financial System Reform in Tokyo -- Tokyo's Big Bang" in order to regain the status of Asia's No.1 international financial city, and this new plan will be announced this autumn. Prior to the announcement of the new plan, TMG made public its summary titled "Interim Report on Policy for 'Global Financial City Tokyo'" (hereinafter referred to as "the Report") on June 9.
In this Report, TMG announced the launch of a new initiative to develop FinTech business, and the initiatives to support the establishment or development of innovative businesses.

In order to transfer cutting-edge technology and know-how from overseas to Japanese companies, TMG has taken initiatives to attract foreign companies. In this context, as mentioned in the Report, TMG now launches a new initiative named the "Accelerator Program -- FinTech Business Camp Tokyo" (hereinafter referred to as "the Program").

TMG aims to generate ground-breaking innovation to improve convenience for Tokyo's residents, and re-energize Tokyo's economy by intensively running the substantial three-month Program.

Foreign companies with advanced FinTech technologies and business models (payments, financing, fund management, asset management, insurance, security, etc.) which have not yet been established in Japan.

Tokyo Advances Efforts to Attract Foreign Companies
From April of this year, the Tokyo Metropolitan Government (TMG) will launch the following support measures to speed up the pace of attracting to Tokyo fourth industrial revolution companies, including companies in the arenas of IoT and artificial intelligence (AI), and foreign financial corporations, such as asset management and FinTech companies, to solidify its position as the top international financial and economic city in Asia.

First, the TMG will boost assistance for overseas financial companies that are advancing into the Tokyo market with the provision of free business consulting services to formulate business plans, support to match FinTech companies and financial institutions in Japan (accelerator program), and a new subsidy program. The TMG will launch a financial one-stop support service to provide assistance with administrative procedures and comprehensive consulting services for foreign financial companies that are considering setting up their bases in Tokyo. The Tokyo One-Stop Business Establishment Center (TOSBEC) will also install a satellite center in Shibuya to provide support in English for procedures required when starting a business in Tokyo.

Tokyo will also offer an extensive program to support companies in their daily lives. The TMG will ease regulations on housekeeping services provided by foreign nationals to alleviate the burden of housework in the home in order to support foreign businesspersons after they have set up operations in Tokyo. By utilizing this special provision to the Immigration Act, new companies will be able to access services for cooking, laundry, cleaning and shopping offered by foreign nationals. Tokyo is also promoting the improvement of an environment that is convenient for foreign residents to live, including the enhancement of clinical services using a special provision to bilateral agreements on foreign doctors.

The TMG is stepping up its efforts to attract the Asian regional headquarters and R&D centers of multinational companies with advanced technologies, such as IoT, Big Data and AI, in order to create even more innovation in Tokyo.

"Invest Tokyo Seminar 2016" to Be Held in London
The Tokyo Metropolitan Government (TMG) will hold the "Invest Tokyo Seminar 2016 in London" with the support of UK Trade and Investment on May 23 at Hamilton House, London, for foreign companies interested in advancing into Japan. This seminar will provide UK companies with an opportunity to learn about the allure of Tokyo as an investment destination as well as various incentives and support for foreign companies provided by the TMG. There will be special sessions on FinTech, life sciences and IT industries.

The TMG is advancing efforts to attract foreign companies and develop a more business-friendly environment by attracting talent, information and investment from around the world to Tokyo using the special economic zone system of the national government. More than 60 foreign companies have decided to set up business in Tokyo by receiving TMG support.

Foreign companies newly establishing their regional headquarters or R&D centers in the special economic zone will be eligible to receive incentives and support such as free management consulting services, a subsidy program, preferential tax treatment and introduction of office space at reduced rates.

The TMG is providing strong support to speed up business development by gathering three facilities in one location. This includes the Tokyo One-Stop Business Establishment Center, which provides centralized support for procedures related to company incorporation, the Business Development Center Tokyo, and the Tokyo Employment Consultation Center.

Tokyo is transforming into an even more attractive city. Earthquake-resistant, high-performance office buildings are opening one after another, and preparations are underway to ensure a comfortable living environment for expats, including serviced apartments. The TMG is promoting the development of a healthcare and education environment for foreign residents, and installing multi-lingual signage on the streets and transportation facilities to turn Tokyo into a city where foreign company employees and their families can live in comfort.

Launches New Service
The Tokyo Metropolitan Government (TMG) is advancing efforts to attract foreign companies and develop a more business-friendly environment by attracting talent, information and investment from around the world to Tokyo using the special economic zone system of the national government.

As a part of these efforts, the TMG and the national government established the Tokyo One-Stop Business Establishment Center this April. The center unifies the procedures that foreign companies and start-ups need to complete to establish a business. Through personalized service provided by staff knowledgeable in administrative procedures and experts, the center helps to facilitate the prompt completion of various filing procedures required when starting a business, including those for company registration, taxes, social security, and immigration. In addition to these services, certification of articles of incorporation for establishing a company by a notary will be launched as a new service in October 1, 2015. The new service will enable the troublesome filing procedure to be undertaken more quickly and easily.

Additional facilities located on the same floor are also available to assist. Bilingual consultants at the Business Development Center TOKYO help to match foreign companies seeking to expand their business into Tokyo with business partners and handle inquiries on life in Tokyo. In addition, the Tokyo Employment Consultation Center has also been established here to assist foreign companies that have just started doing business in Tokyo by helping them accurately understand Japanese employment rules, thus supporting the smooth development of business.

都は、各家庭において、首都直下地震等の様々な災害に対する備えが万全となるよう、一家に一冊常備され、日常的に活用できる防災ブック「東京防災」を作成し、都内の各家庭宛てに、９月１日より順次配布を開始します。
今後、配布に向けて、マスコットキャラクターの「防サイくん」などを活用し、車内ディスプレイやデジタルサイネージなど様々な広報手段を用いて事前広報を展開していきます。
この東京仕様の防災ブックである「東京防災」の活用により、世界一安全・安心な都市“東京”の実現に向け、都民の「自助・共助」の力をさらに向上させていきます。

The Tokyo Metropolitan Government (TMG) on July 10 held the "Invest Tokyo Seminar in NY: Ride Tokyo's Momentum" in an aggressive move to attract foreign companies to Tokyo. Around 50 business owners and corporate CEOs/managers who have interest in advancing into Japan and people from related organizations participated in the seminar at the Nippon Club in Manhattan.

In his opening remarks, Yasuo Tatsuta, Senior Director, Tokyo Metropolitan Government, and Executive Director, Japan Local Government Center New York, introduced Tokyo Governor Yoichi Masuzoe's words of welcoming all businesses to Tokyo that will be reborn as it prepares to host the 2020 Olympic and Paralympic Games.

Ambassador Sumio Kusaka, Consul General of Japan in New York, remarked that in the preparations for the 2020 Games, the national government and TMG are working together to transform Tokyo into a city even more attractive to the world.

Mio Kawada, Executive Director, Business Development & Public Relations, Japan External Trade Organization in New York, presented Japan's business advantages and government initiatives to double foreign direct investment in Japan by the year 2020. She emphasized the efforts Japan is making, including deregulation, simplification of administrative procedures, and the lowering of corporate tax rates to below 30 percent.

Noriko Adachi, Director for National Strategic Special Zone, TMG, described the importance of Tokyo as a global business hub and its attractive features including its huge market, new opportunities, strong protection of intellectual property rights, premier living environment, and strong policies and support for foreign companies expanding business to Tokyo's special economic zone.

More details about TMG's support programs were presented by Shohei Mabuchi, Manager, Accenture Strategy, Accenture Japan Ltd., which has been commissioned by the TMG to implement the 2014 Invest Tokyo Program. He explained its free consulting services such as market research and analysis, and business partner identification.

Finally, Sean King, Senior Vice President, Park Strategies, stressed that Japan's economic depth, sophistication, infrastructure, rule of law, and democracy put it in an Asian class of its own. Explaining his experiences and several examples of thriving American businesses, he pointed out an array of reasons for successful business in Japan, some of which are strong intellectual property rights protection, reliable infrastructure, long-term customer loyalty, and a safe, cultural living environment.

After the session, many participants took the opportunity to have one-on-one consultations.

Invest Tokyo Seminar: Introducing Tokyo's Initiatives to Attract Foreign Companies
On April 21, the Tokyo Metropolitan Government (TMG) held the Invest Tokyo Seminar as a part of its initiatives to attract foreign companies with the aim to create a global business city. Around 120 people from foreign companies with operations in Japan, foreign embassies and chambers of commerce in Japan participated in the seminar.

In his opening remarks Governor Yoichi Masuzoe touched on the fact that Tokyo was selected as one of the National Strategic Economic Growth Areas, and mentioned new projects to be implemented within this special economic zone including the creation of a more comfortable international business environment, the formation of a hub for healthcare and drug development innovation, and the creation of an accommodating international city.

Governor Masuzoe said that through these efforts the TMG will dramatically transform Tokyo into a business and innovation center that will be even more attractive to companies around the world by making Tokyo a global business hub open to the world. He said he is looking forward to welcoming many foreign companies to a Tokyo that will be reborn as it prepares for the 2020 Olympic and Paralympic Games.

Following this, a talk session was conducted by Mr. William Mallard, Deputy Bureau Chief, Japan, Reuters, and the representatives of foreign companies receiving TMG's support in their advance into Tokyo's Special Zone for Asian Headquarters (program established in 2011). They exchanged opinions on matters such as the free tailor-made consulting services provided by the TMG and the allure of Tokyo including its wealth of business partners and human resources, efforts to protect intellectual property, transportation convenience and clean living environment, as well as business opportunities provided by Tokyo 2020 Games.

Representatives from the Ministry of Economy, Trade and Industry, TMG and Accenture Japan Ltd., commissioned to implement the Invest Tokyo program by the TMG, talked about the various incentives and support for foreign companies expanding business to the Special Zone, including subsidies, tax incentives, deregulation, one-stop consultation services for business and living matters, provision of office space at half price and free consulting services.

The Tokyo Metropolitan Government is advancing efforts to attract foreign companies with the aim to introduce further growth by boosting Tokyo's international competitiveness.
Many initiatives have been implemented to date to attract foreign companies to Tokyo including PR activities at seminars and other events held in Japan and abroad, establishment of a subsidy program, free consulting services, and support by the Business Development Center Tokyo with bilingual staff providing one-stop services for business and living advice.
Such efforts resulted in achievement of the fiscal 2013 goal of attracting 10 companies to establish their regional headquarters or R&D centers. Tokyo will enrich its support menu even more from this fiscal year to further promote the advancement of further companies to Tokyo.

Main Forms of Support Provided to Foreign Companies Advancing into Tokyo

(1) Consulting services (expansion of companies eligible)
Free consultation for establishment of a regional headquarters or R&D center within the special zone, such as assistance in formulating corporate growth strategies, analyzing market surveys, and finding business partners, will be provided up until the company makes its decision to set up business in Tokyo.
*This service has been commissioned to Accenture Japan Ltd.

(2) Subsidy (expansion of companies eligible)
In the establishment of a regional headquarters or R&D center within the special zone, a subsidy will be granted to cover one-half of expenses incurred (maximum limit of 5 million yen per company) in obtaining"status of residence,"recruiting, and registration of regional headquarters/R&D center establishment and other relevant filing fees.

(3) Preferential tax treatment (scheduled for continuation)
Newly established Japanese subsidiaries in the special zone that are regional headquarters or R&D centers and fulfill a specific set of conditions will be eligible to receive one of the following national tax benefits (corporate tax) as well as metropolitan tax exemptions.
- 20% reduction of taxable income and exemption of corporate enterprise tax.
- Special depreciation or investment tax allowance for acquisition of machinery and buildings, etc., and exemption of metropolitan fixed assets tax, city planning tax, and real estate acquisition tax.

(4) Business Development Center Tokyo (expansion of companies eligible)

東京都選挙管理委員会は、2 月9 日東京都知事選挙の投票率向上を目指し、「わたしたちにできることがある。」をキャッチコピーに、メッセージバスキャンペーン、動画広告及びポスターなどによりＰＲを行っています。

■都知事選メッセージバス
実施期間中に「投票に行きます！」などのメッセージを書いていただいた七色のシールでドレスアップしたバスが、都内を走行することで都知事選挙をＰＲしています。

"Tokyo: Gateway to the Growing Asian Market": Tokyo's "Special Zone for Asian Headquarters" Project to Be Introduced at Japan Business Promotion Symposium
A representative from the Tokyo Metropolitan Government will speak about its project to attract foreign companies to Tokyo's "Special Zone for Asian Headquarters" at the JETRO & UKTI Japan business promotion symposium, "Arrows to Japan: The Road to Business Success," to be held at the BIS Conference Centre in London on January 16, 2014.

Tokyo's Special Zone for Asian Headquarters was established in 2011 upon designation by the Japanese government as a Comprehensive Special Zone for International Competitiveness Development. Tokyo's goal is to attract over 500 foreign companies, including 50 companies establishing their Asian regional headquarters or research and development centers, to this zone in the center of the city by 2016 to make Tokyo the business hub of Asia.

The Greater Tokyo Area, home to 37 million people, is a huge economic area with a gross metropolitan product rivaling the GDPs of countries such as South Korea and the Netherlands. Tokyo not only has some 2,700 companies with a capital of over 5.8 million British pounds, but also ranks top-class in the world in the number of Fortune Global 500 company headquarters. It has a wealth of talent to drive business success. There are also numerous small and medium-sized companies boasting world-leading technologies that will make perfect business partners. Moreover, with Tokyo boosting preparations to host the 2020 Olympic and Paralympic Games, a myriad of business opportunities exist in this fast-paced city.

Foreign companies newly setting up their regional headquarters or R&D centers in the special zone will be eligible to receive tax incentives and subsidies and will benefit from deregulation measures. Tokyo also has a one-stop English consultation desk, "Business Development Center TOKYO," that supports foreign companies in smoothly conducting business and provides consultations and advice to their employees and families for living comfortably in Tokyo.

Located within the Special Zone for Asian Headquarters are high-performance office buildings with excellent earthquake resistance and emergency power systems that can support business activities in the event of a disaster, ensuring business continuity 24 hours a day, 365 days a year. Development of a healthcare and education environment for foreign residents is also underway.

Tokyo is the best location for foreign companies to find great business partners, create innovation, and advance into the growing Asian market. These strengths of Tokyo and the incentives provided by the Special Zone for Asian Headquarters project will be introduced at the symposium.
