　一般社団法人FCAJ（Future Center Alliance Japan：代表理事紺野登)は、2023年3月10日（金）、コロナ禍における日本では、イノベーションのみならず、多くの経済活動、社会活動において閉塞感を感じることが多いなかでいかに克服するかを考える“場”をリアルとオンラインのハイブリッドで行います。
　スピーカーには、2020東京パラリンピック開会式・閉会式ステージアドバイザーであり、日本で初めてのソーシャルサーカスを主宰する栗栖良依氏、日本初の上場企業外国人女性社外取締役であり、ベルギー王室外務貿易大臣経済外交アドバイザーであるイザベラ・ユベルツ氏、エデルマン・グローバル・アドバイザリー・ジャパンのマネージングディレクター郡裕一氏等を招き、様々な視点から、閉塞感をいかに打破していくかを考えます。
　双方向ツールを使いながら、スピーカーと聴衆が一体になって考えられる仕組みも導入し、スピーカーと共に新たな日本の挑戦の道を探っていきます。

一般社団法人Future Center Alliance Japan(FCAJ)は、産官学民が参加・連携する組織（プルーラルセクター）です。
コロナ禍を通じて「場」の可能性が高まる一方で、社会、組織の日常では閉塞感が漂うなか、旧態依然とした組織的な壁、障壁、心理的閉塞をいかに克服するかを考えます。
今回はエデルマンでデータをベースにリーダーシップ等の国際比較から日本の立ち位置を示す郡氏、アートプロデューサーであり、2020東京オリンピックパラリンピック開会・閉会式のステージアドバイザーを勤めた栗栖氏、日本で初めての外国人女性社外取締役を務め、現在も欧州と日本を繋ぐ仕事をミッションと捉えているイザベラ氏を招いて、深くかつ現実に寄り添う対話を行う予定です。

◆コロナ禍、そしてコロナ後もイノベーションの場はますます重要になる
　本調査によれば2020年以降、新型コロナウイルス感染拡大により、リアルな「場」の活動が低下しましたが、デジタルとの融合をはじめイノベーションのための共創の「場」の重要性の高まりが確認されました。パンデミックをきっかけにイノベーション創造の「場」はますます重要になると回答したのは、国内で63%、海外で83％となりました（下表参照）。個人の業務は在宅が広がりましたが、イノベーションには協働が不可欠と認識されていることに他なりません。

◆ハードだけでなく、ソフトの重要性が効果を左右する
　EMICは先進的な場を持つ国内企業7社へのインタビューおよびエスノグラファーによる質的調査から、イノベーションの「場」を構成する要素を仮説抽出し、欧州の公的機関や民間企業のベンチマーキングを経て誕生したモデルです。物理空間やツールなどのハードだけではなく、目的の明確さ、連携の仕組みや変革のしかけ、人的資源のマネジメントなども重要な要素です。今回の調査では、人と仕組みに関わるスコアが国内・海外共に低く、それらが場の効果と相関していることが判明しました。成果をあげている場とそうではない場の構成要素の違いも発見されました。

＜EMICとは？　Evaluation Model For Innovation Centers＞
　2020年10月～2021年1月（国内）、2021年3月～2021年5月（海外）の期間にインターネットによるアンケート調査を実施しました。主な回答者は「場」の運営責任者または運営メンバーです。本調査はFCAJ発足時からの研究成果を元に、イノベーション創造のための「場」の有効性を定量化し、誰もが活用できるモデルとして開発されました。イノベーションセンターを機能させるために欠かせない要因をハード、ソフトの両面から抽出して30のインデックスにまとめ、定量化モデルを構築いたしました。
FCAJはこのEMICを用いた場の調査を継続し、社会に還元できるデータ分析を進めていきます。また、今後はイノベーションの「場」に関係する経営層、運営者、利用者にEMICを回答してもらい、立場による認識の違いや、場が目指すべき姿を議論するための可視化ツールとしての活用を試行していきます。さらにはイノベーションの「場」の構築や運営に関する問題解決に役立てて頂けるソリューションガイドの提供を目指します。

-World premiere- Announcement of the Effectiveness of the ”Place" for Innovation by Survey

On October 12, 2021, FCAJ (Future Center Alliance Japan: Representative director Noboru Konno) will publish the research report of the "place" of innovation in Japan and overseas, “What should be the management of the "place" in the future?” on this website. FCAJ has developed the world's first evaluation model for the ”Place" evaluation model, EMIC (Evaluation Model for Innovation Centers), and will publish a digest version of it by conducting quantitative analysis based on responses from 87 "venues" in Japan and 13 overseas countries.
In addition, this evaluation model EMIC will accumulate data that will lead to solutions for innovations and spread it as a practical model.

◆The place of innovation becomes more and more important with & after COVID-19
　According to this survey, since 2020, the spread of the pandemic has reduced the activity of realistic "places", but it has been confirmed that the importance of "places" for co-creation of innovation, including integration with digital, has increased. 63% in Japan and 83% in overseas of respondents answered that the "place" for innovation would become increasingly important in the wake of the pandemic. (see Table 1). While personal work has expanded from home, collaboration is recognized as essential for innovation.

◆The importance of software as well as hardware determines the outcome
　EMIC is a model that was born through benchmarking of European public and private sectors by hypothesizing the elements that make up the "place" of innovation from interviews with seven leading Japanese companies and qualitative surveys by ethnographers. (see Fig. 1). In addition to hardware such as physical spaces and tools, the clarity of the purpose, the mechanism of cooperation and the approach to change, and the management of human resources are also important factors. In this survey, we found that scores related to people and mechanisms were low both in Japan and overseas, and that they correlated with the effects of the field. (see Table 2). We also discovered the difference between the components of a successful and a place that is not.

＜What’s EMIC？　Evaluation Model For Innovation Centers＞
　FCAJ conducted a questionnaire survey via the Internet from October 2020 to January 2021 (Japan) and from March to May 2021 (overseas). The main respondents are the person responsible for the operation of the venue or the operating members. Based on those results since the launch of FCAJ, this research was developed as a model that quantifies the effectiveness of the "place" for innovation and can be used by everyone. We have built a quantification model by extracting the factors essential to the functioning of the Innovation Center from both hardware and software and summarizing them into 30 indexes.
We will continue to conduct surveys using this EMIC and continue data analysis that can be effective to society. In addition, in the future, we will ask management, operators, and users related to the "place" of innovation to respond to THE EMIC, and we will try to use it as a visualization tool to discuss differences in perceptions depending on the position and what the place should aim for. Furthermore, we aim to provide solution guides that can help you solve problems related to the construction and operation of innovation "places".

In an increasingly complex society, The Role of Science and The Leadership

FCAJ (Future Center Alliance Japan :Representative Director Noboru Konno) held a Zoom seminar on May
20, 2021, entitled “Creative Failure Thinking: Building a New World with Compound Eyes”, that gathered
people with the “power to think about the future” of Europe and Japan, and compiled the following
recommendations. There were 230 participants in the seminar, including Japan and Europe.

＜What is the Topos Conference?＞
“The Topos Conference” was established in 2012 with Professor Ikujiro Nonaka and Noboru Konno as the founder of the International Conference (w3i). “Topos” means “place” in Greek, but it is also the etymology of the topic. Until 2019, a total of 13 meeting were held as a meeting for domestic and foreign wise-person together in Japan, set up a “Ba=place” for dialogue, discover important topics in the future, not the most recent issues and gain perspective.
Since then, as the effects of the coronavirus have spread around the world, we have come to see the disconnection among nations and marginalization in society, and we have come to think that “Ba” like Topos is once again necessary. Recognizing the importance of such “Ba”, we have been experimentally resuming online since last year without changing our stance to discuss the topic itself, which seems to be an important topic in the future.

１）Recommendations at the 15th Topos Conference Even if the current pandemic converges, the world will not be the original. Now that we are in a more complex world from a planned harmonious world, failure is commonplace, and it is important to learn from it and empathize with it while ongoing with innovation. Creative failure is “a well-prepared hypothesis that results in a different outcome than expected”. Therefore, we need to understand patterns of failure and have failure intelligence that can be used in unknown situations. On the other hand, the unique cons of Japan was to make ignore this failure , and to stick only to the success experience. That’s why scientific thinking is more important now. The first step is to visualize "uncertain things", but scientists must be "humble" about all research subjects. Even in the field of social science, it is necessary to balance art and science in a timely manner through direct experience and respond to agile. The era of selfish behavior is over, and the era of empathy based on individual relationships has begun. There, integrity creates new relationships, and by conveying empathy beyond selfishness and altruism, people move and science changes. By shifting from inductive and deductive thinking to hypothetical resorning,we will be possible to respond quickly to social issues.

2） The main debaters who discuss "Creative failure thinking" We have been urged to act to avoid "failure" as much as possible, but what became apparent in the wake of the pandemic caused by the new coronavirus was not the "planned harmony”. But the important thing is the creation of new challenges and innovations overcoming fear of failure. This time, we invited Chief Failure Officer from The Institute of Brilliant Failure in the Netherlands to think about a new society with people from various fields about knowledge creation from failure and society that uses failure as an asset.。

Hideaki Koizumi
Honorary Fellow, Hitachi, Ltd. and FCAJ Special AdvisorHe joined the Instrumentation Division of Hitachi, Ltd. in 1971. In 1976, he created the polarized Zeeman atomic absorption spectrometry method and received a doctorate of science from the University of Tokyo. More than 10,000 of his instruments are in operation worldwide, mainly for environmental measurements. At the 100th anniversary of the MITI patent system, he was selected as one of the 50 representative patents of Japan, and his initial equipment was selected as a heritage of analytical and scientific instruments. In the field of medical measurement, he has created and commercialised magnetic resonance angiography (MRA) and optical topography.
He is the editor of "The Leading Edge of Environmental Measurements" and co-author of "Encyclopedia of Analytical Chemistry" and many other dictionaries.

Airi Horie
President, Womens' Startup LabBorn in Hiroshima, Japan, she graduated from California State University in 1997. In 2013, she founded Women's Startup Lab, a training camp for women entrepreneurs in Silicon Valley, USA. Miyuki Onitake
Composer / Arranger / Pianist
After graduating from the Department of Mathematics at the Tokyo University of Science, she worked for Canon Inc. as a software engineer, and began her music career at the age of 27.
She has released 7 original albums, including her latest "FUKUSHIMA". She has participated in many recordings and concerts as an arranger and pianist for artists such as Tokiko Kato, Kazushi Miyazawa and Aoi Teshima. She is also active as a composer. In 2019 she was awarded by NHK Fukushima station for her contribution to the local community.

複雑化する社会における、科学の役割と求められるリーダーシップ〜第15回トポス会議における提言

一般社団法人FCAJ（Future Center Alliance Japan：代表理事紺野登)は2021年5月20日17:00~19:30「創造的失敗思考〜複眼であたらしい世界を築く」と題し、欧州、日本の「未来を考える力」を持つ方々を集めたZoomセミナーを行い、以下のような提言をまとめました。尚当日のセミナー参加者は日欧含め230名でした。

＜トポス会議とは？＞
「トポス会議」は2012年、野中郁次郎教授と紺野登が発起人となって発足した国際会議(w3i)です。「トポス」とはギリシャ語で「場」を意味しますが、トピックの語源でもあります。国内外の賢者が日本に集まり、対話の場を設け、直近の問題ではなく、将来にわたって重要となるテーマを共に発見し、パースペクティブを得る会議として、2019年まで計13回行われました。
その後コロナウィルスの影響が世界に広がる中で、国家間の断絶や社会での疎外などが目にされるようになり、トポスのような場が今一度必要だと思い至りました。こうした場の重要性を認識した上で、近い将来に重要なトピックと思われるテーマそのものを議論する姿勢を変えずにオンラインで実験的に昨年より再開しています。

１）第15回トポス会議における提言現在のパンデミックが収束したとしても世界は元には戻りません。予定調和的な世界からより複雑系の世界となったいま、失敗は寧ろ当たり前であり、そこから学び、共感しながら、イノベーションを起こす姿勢が重要です。創造的失敗とは、「よく準備された仮説だが期待されたことと異なる結果になってしまう」ことを言います。そこで私たちは失敗のパターンを理解し、未知の状況へ活かす失敗知性(Failure Intelligence)を備える必要があります。一方日本特有の課題は、この失敗に蓋をしてしまい無かったことにする、そして成功体験だけに固執してしまうことでした。そこでいまこそ科学的思考が重要です。その第一歩は「不確かなこと」を可視化していくことですが、科学者は全ての研究対象に対し「謙虚」でなければなりません。社会科学領域においても、今後は直接経験を通しながらアートと科学をタイムリーにバランスさせ、俊敏に（Agile)対応する必要があります。利己的に行動する時代は終わり、個々の関係性にもとづく共感の時代が始まっています。そこでは真摯な姿勢（Integrity）が新たな関係性を生み出し、利己と利他をも超えた共感（Empathy)を伝えていくことによって、人が動き、科学も変わる。帰納（Induction)、演繹（Deduction)的思考から仮説的推論（Abduction)へと転換することによって、素早い社会課題への対応が可能になるのではないでしょうか。

2）『創造的失敗思考』とそれを論じる主たる論客たち私たちはできる限り「失敗」を避ける行動を促されてきましたが、新型コロナウィルスによるパンデミックをきっかけに顕在化したのは計画ありきの「予定調和」ではなく、失敗を恐れずそれを糧にしながら新たな挑戦をしていくこと、イノベーションを生み出していくことでした。
今回は、オランダのThe Institute of Brilliant Failure（輝かしい失敗研究所）からChief Failure Officerを招き、失敗からの知識創造や、失敗を資産にする社会について様々な分野の方を交え新たな社会のあり方を考えました。

-広島県生まれ。1997年にカリフォルニア州立大を卒業。2013年、米シリコンバレーでWomen’s Startup Labを創業し、女性起業家向けに合宿型の育成プログラムを開始する。CNN「10 Visionary Women（10人のビジョナリーウーマン）」、マリ・クレール誌「20 Women Who Are Changing the Ratio（男女比を変える20人の女性）」、またこのほど米国最大の起業家専門誌「Entrepreneur Magazine」の「100 Powerful Women in Business」に選出されている。

MIYUKI ONITAKE
-東京理科大学理学部数学科卒業後、キヤノン(株)にシステムエンジニアとして就職、27歳より本格的に音楽活動開始という異色の音楽家。これまでに最新作「FUKUSHIMA」を含む7枚のオリジナルアルバムを発表。加藤登紀子、宮沢和史、手嶌葵等、数多くのレコーディング、コンサートにアレンジャー、ピアニストとして参加。またコンポーザーとしても活躍している。福島県での地元に密着した作曲活動は2019年にはその地域貢献をNHK福島局から表彰された。

FCAJ (Future Center Alliance Japan: Noboru Konno, President) will hold a Zoom seminar on May 20, 2021 from 17:00 to 19:30 (JST) on the theme of “Beyond the Creative Failures - Shift to the New World with compound eyes” with people from Europe and Japan who have the ability to think about the future.

＜What is the Topos Conference? ＞
The Topos Conference is an international (w3i) conference initiated by Professor Ikujiro Nonaka and Noboru Konno in 2012. The word "topos" means "place" in Greek, but it is also the origin of the word "topic". It is a conference where wise men and women from Japan and abroad gather in Japan for dialogue, to discover and gain perspective not only on current issues, but also on those that will be important in the future. Originally planned for 12 sessions, a total of 13 were held until 2019.
However, as the effects of the coronavirus spread around the world, we began to see the disconnect between countries and the alienation of people in society, and we realised that we needed a place like Topos once again. Recognising the importance of such a forum, we have started an experimental online forum last year to discuss topics that we believe will be important in the near future, without changing our style.

2）The leading thinkers on the “Beyond the Creative Failures” We have been encouraged to avoid "failure" as much as possible, but the pandemic of the new coronavirus has brought to light the need for us to take on new challenges and create innovation without fear of failure.
This time, we invite the Chief Failure Officer from The Institute of Brilliant Failure in the Netherlands, and discuss how to create knowledge from failure and how to use failure as an asset in a new society with people from various fields.

Honorary Fellow, Hitachi, Ltd. and FCAJ Special Advisor
He joined the Instrumentation Division of Hitachi, Ltd. in 1971. In 1976, he created the polarized Zeeman atomic absorption spectrometry method and received a doctorate of science from the University of Tokyo. More than 10,000 of his instruments are in operation worldwide, mainly for environmental measurements. At the 100th anniversary of the MITI patent system, he was selected as one of the 50 representative patents of Japan, and his initial equipment was selected as a heritage of analytical and scientific instruments. In the field of medical measurement, he has created and commercialised magnetic resonance angiography (MRA) and optical topography.
He is the editor of "The Leading Edge of Environmental Measurements" and co-author of "Encyclopedia of Analytical Chemistry" and many other dictionaries.

Airi Horie
President, Womens' Startup Lab
Born in Hiroshima, Japan, she graduated from California State University in 1997. In 2013, she founded Women's Startup Lab, a training camp for women entrepreneurs in Silicon Valley, USA. CNN's "10 Visionary Women," Marie Claire's "20 Women Who Are Changing the Ratio," and Entrepreneur Magazine's "100 Powerful Women in Business," the largest entrepreneurial magazine in the U.S. Entrepreneur Magazine's "100 Powerful Women in Business".

Miyuki Onitake
Composer / Arranger / Pianist
After graduating from the Department of Mathematics at the Tokyo University of Science, she worked for Canon Inc. as a software engineer, and began her music career at the age of 27.
She has released 7 original albums, including her latest "FUKUSHIMA". She has participated in many recordings and concerts as an arranger and pianist for artists such as Tokiko Kato, Kazushi Miyazawa and Aoi Teshima. She is also active as a composer. In 2019 she was awarded by NHK Fukushima station for her contribution to the local community.

Professor, Tama University Graduate School, from the perspective of knowledge ecology in organizations and society, he has been promoting research and practice on knowledge creation based on design methods, methodologies for creating and utilizing "places", innovation management, and "purpose engineering" for this purpose. As part of this work, he has been involved in the introduction of Future Centres in Japan and launched Future Centre Alliance Japan in 2015.

Kozue Nakayama

After completing her Master's degree at Keio University's Graduate School of Sociology, she joined Nissan Motor Co. She later became Deputy Devision Head　of the Global Brand Coordination Bureau. She then joined the Yokohama City Government, where she has been Director General of the Yokohama City Culture and Tourism Bureau since 2012. From 2019, she is an external auditor of the Imperial Hotel, and in 2020, an external director of TDK Corporation and Isuzu Motors Limited.

Hiroshi Shima

He started his career at the Development Bank of Japan, where he was involved in business review and planning and research for regional development and urban development. ＜トポス会議とは？＞
「トポス会議」は2012年、野中郁次郎教授と紺野登が発起人となって発足した(w3i)国際会議です。「トポス」とはギリシャ語で「場」という意味ですが、トピックの語源でもあります。これは国内外の賢者が日本に集まり、対話の場を設け、直近の問題ではなく、将来にわたって重要となるテーマを共に発見し、パースペクティブを得る会議として、さまざまなトピックを取り上げ、2019年まで計13回行われてきました。
その後コロナウィルスの影響が世界に広がる中で、国家間の断絶や社会での疎外などが目にされるようになり、トポスのような場の重要性を再認識した上で、近い将来に重要なトピックと思われるテーマそのものを議論する姿勢を変えずにオンラインで昨年より再開しております。

２）『創造的失敗思考」とそれを論じる主たる論客たち我々はできる限り「失敗」を避ける行動を促されてきましたが、新型コロナウィルスによるパンデミックをきっかけに顕在化したのは「予定調和」ではなく、失敗を恐れずそれを糧にしながら新たな挑戦をしていくこと、イノベーションを生み出していくことであると考えます。

The Future Center Alliance Japan (FCAJ: Director - Noboru Konno) issued an Urgent Proposal on the
occasion of the symposium and seminar streamed on April 21 and May 3, 2020, that “sympathy, altruism, and the common good” were extremely important for the future transformation of society given the
Covid-19 Pandemic. However, three months later, the FCAJ has made the decision to issue a second
Urgent Proposal given the continuing state of confusion in society. This release is based on a Webinar held on August 27, 2020.

<Summary of the Urgent Proposal>
Covid-19 is not a temporary issue, and short sighted responses will prove to cause future risks for
society. Accordingly, determination for the long term is required. In order to face these risks, we must
quickly realize a “New Normal” by taking a scientific viewpoint with abundant data, and prioritize the
steps that must be taken and the firm ethics of humankind. To that end, we wish to reiterate the
importance of dialog between society and science.

In order to maintain progress in economic and cultural activities while maintaining an appropriate level of safety (isolation), it is essential to build a system to achieve mass testing with a high level of
accuracy. The Large Analysis Factory (LAF) is a facility to collect specimens such as human bodily
fluids and sewage samples for automated, low cost and rapid PCR testing and high accuracy antigen/
antibody testing. The LAF can also serve as a social system for responding flexibly to future risks under normal conditions. It is also necessary to consider operating a virtual testing factory using IoT
technology. Moving forward, it is necessary to take evidence-based measures and for each individual
to maintain scientific literacy and a sense of ethics in order to enable both economic and cultural
activities and the prevention of the explosive spread of the virus while achieving a society which does
not abandon the disadvantaged. There is also a strong need for social systems that work across
different domains such as ethics, science, and economics.
Hideaki Koizumi
Graduated from the Basic Sciences course of the College of Arts and Sciences, the University of Tokyo, in 1971 and joined the
Hitachi Measurement Instruments Division in the same year. Developed a method for Zeeman atomic absorption spectrometry in
1976 and earned a Doctor of Science degree from the University of Tokyo. Over 10,000 devices that apply the discovery are now in
use throughout the world primarily for environmental measurement. The work was selected as one of Japan’s top 50 leading patents
for the commemoration of the 100th anniversary of the patent system by the Ministry of Economy, Trade and Industry. He also
developed methods and practical applications for magnetic resonance angiography (MRA) and optical topography. He has also
served as the Director, as head engineer, and as a fellow of the Hitachi Basic Research Institute. He is the 55th Chairman of the
Japan Society for Analytical Chemistry. He was an invited speaker at the 400th Anniversary Commemoration of the Rome Academy of Sciences. He was introduced as a Nobel candidate in the 40th anniversary issue of Nikkei Science. His many writings include
authorship of Cutting Edge Environmental Measurement and writing as a contributor to the Encyclopedia of Analytical Chemistry.

2) Changes in Medicine Post Corona - A Shift to Preventive Medicine through Home Monitoring - Masato Yasui
There are currently many different medicines and vaccines under development for the Novel Coronavirus, but it is highly likely that these efforts will take a great deal of time. New issues are also arising during the Covid-19 pandemic, such as pandemic related depression and game addiction. However, new directions for medicine have also emerged with new technological developments. It is highly likely that there will be a shift from doctor dependent diagnosis and treatment to home monitoring that focuses on prevention through the use of new IoT technologies. For this to happen, accurate and simple biomonitoring technology needs to be developed. For example, we are aiming to achieve a society in which viral infection could be detected at the incubation stage by developing revolutionary new technology to digitally monitor changes in biological systems through the monitoring of water dynamics which comprise two thirds of the human body. However, such data constitutes personal data, and the ethical question of the handling of that data remains. Accordingly, opportunities for dialog across the domains of medicine, the economy, and law are ever more important. I believe that Covid-19 offers an opportunity for medical innovation.
Masato YasuiGraduated from Keio University School of Medicine in 1989. Served at St. Luke's International Hospital, Tokyo
Women's Medical University Women’s and Children’s Medical Center, the Karolinska Institute in Sweden, and
Johns Hopkins University in the US before becoming a professor at the Department of Pharmacology School of
Medicine, Keio University in 2006. He specializes in pharmacology and pediatrics. His research focus is on
Aquaporin or water channels, and recently he is researching the relationship between Alzheimer's and sleep from
the standpoint of controlling water flow in the brain. He also focuses on international exchange programs, and as
put effort into training global leaders as the Director of the Keio University Global Research Institute.

一般社団法人FCAJ（Future Center Alliance Japan：代表理事紺野登)は2020年4月21日及び5月3日のオンラインによるシンポジウム、セミナーで「COVID-19パンデミック」を契機として変容する今後の社会のあり方として「共感_利他_共通善」が非常に重要であることを提言いたしました。しかしながら、それから３ヶ月超経った今、いまだ混乱から抜け出していない社会を前に改めて、緊急提言＃２を発表する次第です。尚、本内容は2020年8月27日のウェビナー（オンラインによるセミナー）の内容に基づいております。

＜緊急提言サマリー＞
COVID-19は一過性のものではなく、短期的視野の対応は人類にとって未来のリスクを生むため長距離走を覚悟する必要がある。このリスクに立ち向かうために我々は多くのデータ（ファクト）をベースに「科学的視座」を持ち、ニューノーマルにいち早く備え、確たる「倫理」に基づき行うべきことの優先順位を決めていく必要がある。そのためにも社会と科学の対話の重要性を唱えたい。

１）大規模分析工場の提案〜経済活動と自粛のジレンマの解決　小泉英明氏
経済・文化活動を進め、同時に保護（隔離）を適切に進めるためには、高い正確度（Accuracy）で大量の検査を実現する仕組みづくりが肝要である。大規模検査工場（Large Analysis Factory＝LAF)は、人々の唾液などの検体や下水試料を集約して、一挙に全自動・廉価なPCR検査や高正確度抗原・抗体検査を迅速に実施する。LAFは緊急時以外にも未来のリスクに柔軟に対応できる社会システムとなり得る。また、IoT技術を使いバーチャル検査工場を急ぎ稼働させる検討も必要だ。今後、感染爆発を防ぎつつ経済・文化活動を可能にし、弱者が犠牲にならない社会を実現するために、実証基調（Evidence-based）の施策と、一人一人が倫理観と科学的リテラシーを持つことが必要である。同時に、倫理・科学・経済など異分野を横断する社会システムが強く求められている。

小泉英明
1971年東京大学教養学部基礎科学科卒業、同年日立製作所計測器事業部入社。1976年偏光ゼーマン原子吸光分析法を創出し東京大学理学博士。実用化した装置は、環境計測を中心に世界で1万台以上が稼働。通産省特許制度100周年にて日本の代表特許50件に選定、また初期装置は分析機器・科学機器遺産に選定。医療計測では、磁気共鳴血管描画法(MRA)や光トポグラフィ法を創出し実用化。日立基礎研究所所長、技師長、フェローを歴任。第55代日本分析化学会会長。ローマ教皇庁科学アカデミー400周年記念時に招聘講演。『日経サイエンス』40周年記念誌ではノーベル賞候補として紹介される。編著に『環境計測の最先端』、分担執筆に『Encyclopedia of Analytical Chemistry』他辞書類多数。

２）ポストコロナで変わる医療〜在宅モニタリングを通した予防の医学へ　安井正人氏
現在新型コロナウイルス感染症に対する様々な治療薬・ワクチンが開発されているが、長距離走になる可能性が高い。また、コロナ禍において、「コロナ鬱」や「ゲーム依存」等新たな問題も生じている。一方で技術革新により新たな医療の方向性も見えてきた。医者を頼る診断・診療の医療から、新たなIoT技術を駆使し、予防を中心とした「在宅モニタリング」という方向に舵が切られる可能性が高い。そのためには、正確かつ簡易な生体モニタリングの技術開発が必須である。例えば、我々は身体の３分の２を占める水の動態をモニタリングし、生体システムの変容をデジタル描出する革新的技術を開発することで、感染症の予防診断等も行い、「潜伏期」にウィルス感染を把握できるような社会を目指している。一方でこれらのバイオデータは個人情報をどう扱うかと言う倫理的な課題も内包している。医療・経済・法律など横断的な対話の場がますます重要になってきている。COVID-19は医療におけるイノベーションの契機であると感じている。

安井正人
平成元年慶應義塾大学医学部を卒業。聖路加国際病院、東京女子医科大学母子総合医療センター、スウェーデンカロリンスカ研究所、米国ジョンズホプキンス大学を経て平成18年に慶應義塾大学医学部薬理学教室の教授に就任。専門は薬理学、小児科学。水チャネル、アクアポリンの研究に従事し、最近では脳内の水の流れの制御という観点から、アルツハイマー病と睡眠との関連性についても研究を進める。また国際交流推進事業にも傾注し、平成30年から慶應義塾大学グローバルリサーチインスティテュート（KGRI）所長としてグローバルリーダー育成にも力を注ぐ。

＜Urgent Proposal＞
　We want to express our sincere condolences for the loved ones of those who passed away due to this pandemic. We are concerned that COVID-19 will have a severe impact on not only medical care, medical science, politics,and the economy but also the thoughts and life for the human being. The Leaders of organizations are required to ask themselves, "What is the purpose of our business?" and moreover, "Is our business in an ethical way?".
　We believe that everyone in society must have "the power of conceptual imagination" and should invest their efforts based on "Altruism" and "Sympathy" for a promising future. For that purpose, we declare the importance of building “Plural Sector” to provide “Ba” , a place in Japanese, for open dialog across the sectors: private, academy, public, and people.

1)Need for Wise Leadership and Ethics by Professor Emeritus Ikujiro Nonaka
　The significant impact of COVID-19 will never make our society the same as it was again, as some say there will be a New Normal. In such a chaotic and changing society, leadership with practical wisdom to make judgments based on the “common good” is becoming ever more critical to build a brighter future.
　Wise leadership is based on sympathy with people, things, and surroundings “now and here.” This wise leadership is to find the breakthrough in a real-life place and situation,Gemba in Japanese, with the sympathy and practice what he or she commits to do systematically and autonomously. Leaders should concentrate on building the network of wisdom, involving the power of grass-roots, toward “common good” to overcome self-interest.
　In Japan, there have been many leaders with practical wisdom such as Eiichi Shibusawa, who had advocated to integrate Altruism and Egoism for business and society. We should reconstruct and deliver with scrum, Japan-originated ways such as Three-way-satisfaction for the customer and the community and the company.

Ikujiro Nonaka
Professor Emeritus Professor, Hitotsubashi University, Member of The Japan Academy
He is known as the authority of knowledge management who spread the theory of knowledge creation to the world. In 2002, he was awarded the Medal with Purple Ribbon, and is the first Asian to be elected a Fellow in the American Management Society.He was only one selected from Asia "The most influential business thinkers Top 20" in the Wall Street Journal.

2)Shift from Egoism to “Altruism” by Dr. Hideaki Koizumi
　If we approach the pandemic wrongly, it could be a tragic human-made disaster. “Integrity” is the key to preventing a “Failure of Logic.” We have to treat the pandemic as a natural phenomenon and as part of human evolution and the diversity of creatures, with an evidence-based, not arbitrary approach. From the perspective of “Human Security and Well-Being,” a new ecosystem bridging natural science,humanities, social science, and arts, is needed and is triggered by this incident.
　Although egoism is spreading in the world recently, the pandemic would remind us of modesty, gratitude, and nobleness across nations and races. “Altruism,” which we have lost long ago, now becomes glorious, and we recognize that “warm-heartedness” to sympathize with others leads us to happiness.
　The death of an individual is discontinuous in life, but human existence is continuous. Innovation itself follows the logic of “Continuity of Discontinuities.” Each innovation is a transition of discontinuity, but societal innovation emerges “continually,” and it makes human beings affluent. After the pandemic of COVID-19, I heartily wish we would build a better future.

Hideaki Koizumi
Executive Vice president of The Engineering Academy of Japan. Director of International Council of Academies of Engineering and Technological Sciences, Fellow/Board member of the Research Center for Advanced Science and Technology of the University of Tokyo, Honorary Fellow of Hitachi,Ltd. and many others. He created many new principes in the fields of environment and medicine and proposed a new field called "science of mind and brain" as a pioneer. Received 3 Okouchi Awards and 2 US R&D 100 Awards.

日本工学アカデミー小泉英明氏による緊急提言 After or Together COVID-19には「利他」と「共感」のスピリットを

　一般社団法人FCAJ（Future Center Alliance Japan：代表理事紺野登)は同社団法人の特別アドバイザーである野中郁次郎氏及び小泉英明氏より今後の社会についての提言をいただき、ここに発表いたします。本内容は2020年4月21日及び5月3日のzoomによるシンポジウム、セミナーに基づいております。

＜緊急提言＞
　今回のCOVID-19パンデミックで命を落とされた多くの方々そしてご家族に謹んで哀悼の意を表したい。
COVID-19の影響は医療・医学を越え、政治・経済だけでなく人々の思想や生き方自身を大きく変えることになると考えられる。「自己中心主義」から「利他」と「共感」へと思考を転換する必要があり、組織のリーダーに求められるのは「何のために事業を行うか？」という目的と併せ「倫理的に恥じない事なのか？」を問いかける力である。今後ますます業種の境界、官・民を超えた対話の場（プルーラルセクター）が求められ、そこでの構想力が問われる時代になり、それに対する投資を怠らない事が新たな未来につながることをここに提言したい。

1)賢慮のリーダーシップ・倫理観の必要性〜野中郁次郎氏
　ニューノーマルと言われるようにCOVID-19の影響は大きく社会を変えもう元には戻らない。このような社会では、変化し混沌とする状況のなかでも、目指すべき共通善と目の前の現実の相互作用のなかで、素早く決断を下して未来を創り出す賢慮のリーダーシップがますます重要となる。賢慮のリーダーシップの基盤は、「いま・ここ」で、ヒト、モノ、環境すべてに直接向き合う共感だ。
　現場における共感をもとに、知の格闘によって突破口を見いだし、組織的かつ自律分散的に実行する。また、「共通善」を軸に利害を超え、草の根も含めた世界の知のネットワークを結集する。われわれの先人には渋沢栄一のほか、利他と利己を動的に総合することを唱え、実践した多くの先人がいる。「三方よし」に代表される日本的経営の原点を、スクラムを組んで再構築し、世界に発信すべきときであろう。

一橋大学名誉教授、日本学士院会員
知識創造理論を世界に広めた、ナレッジ・マネジメントの権威。
2002年紫綬褒章受賞、同年米国の経営学会で最も権威のあるAcademy of Management Fellow Groupにアジアから初めて選出された。
また、ウォールストリートジャーナル"The most influential business thinkers Top20"にアジアから唯一選出された。その他受賞多数。

2)自己中心主義から利他主義(Altruism)への転換〜小泉英明氏
　パンデミックへの対応を誤ると、悲劇的な人災としての側面が顕著になる。「理論崩壊」（論理崩壊）を生じさせない真摯な姿勢（Integrity)が鍵である。人間進化と生物多様性の自然現象として捉え、恣意的ではない科学的（evidence-based）な取り組みを切に望むものである。また、「人類の安寧とより良き生存」（Human Security and Well-Being）の視座から、自然科学・人文学・社会科学・芸術を架橋融合して、パンデミックを契機にした新たな社会システムの構築が求められる。
　昨今、世界に「自己中心主義」が蔓延していたが、パンデミックは人類に謙虚さや感謝、そして国家・民族を超えた連携の貴さを取り戻す契機となり得る。忘れられた「利他主義」（Altruism）は輝きを増し、共生（ともいき）の中で他者を思いやる「温かな心」は、自己の幸せそのものに繋がることを自覚する。
　個体の死は、生において非連続的であるが、現生人類の生存は連続的である。イノベーションもまた「非連続の連続」の理法に従う。個々のイノベーションは非連続遷移であるが、社会イノベーションは遷移の統合の上に連続的（continual）に創発され、人類の生存を豊かなものとする。パンデミック後に、より心豊かな人類の未来が創られることを強く期待したい

小泉英明
(公社)日本工学アカデミー上級副会長、国際理工学アカデミー連合理事、東京大学先端科学技術研究センターフェロー／ボードメンバー、(株)日立製作所名誉フェローその他多数。環境・医療などの分野で、多くの新原理を創出し「心と脳の科学」という新たな分野を提起し、道を拓いた。大河内賞受賞3回、米国R&D100賞受賞２回。
主な著書：『アインシュタインの逆オメガー脳の進化から教育を考える』『脳の科学史ーフロイトから脳地図、MRIへ』『脳は出会いで育つ』など多数。
