2027年5月にフィンランド共和国ヘルシンキ市で開催される第11回国際アビリンピック（International Abilympics）において実施される競技「キャラクターデザイン」に、日本選手を選出するため、日本代表派遣選手選考会を実施することが決定しました。
キャラクターデザインは、発想力、想像力、表現力、ソフトウェア活用力といった技能を競う分野です。
同競技へ日本代表選手を選出する初めての取り組みとなります。
また、「写真撮影」および「洋裁」において、各1名、合計2名の代表選手を追加派遣することが決定しました。
これにより、前回の決定と合わせ、日本からは16種目・31名の選手が第11回国際アビリンピックへ派遣されることとなります。

【注意喚起】新年度の安全チェック!“10代”で多発、自転車事故に注意～乗車前に確認したい4つのポイント～

　2026年4月から交通反則通告制度が自転車にも適用されました。また、新年度の始まりとともに暖かい季節を迎え、通勤・通学の手段として新たに自転車を利用する方が増えます。さらに、ゴールデンウィークなどの春の行楽シーズンには、外出やレジャーで自転車に乗る機会も増えるかと思います。
　NITEに通知があった製品事故情報（※1）では、2021年から2025年までの5年間に発生した自転車の事故（※2）は299件ありました。そのうち8割が重傷事故となっており、年代別では10歳代の事故が最多となっています。
　春先からゴールデンウィークにかけては、新生活で初めて自転車通勤・通学を始める人や、久しぶりに自転車に乗る人が増えることが予想されます。自転車の不具合に気付かないまま利用してしまうことで事故につながるおそれがあります。
　独立行政法人製品評価技術基盤機構［NITE（ナイト）、理事長：長谷川史彦、本所：東京都渋谷区西原］は、「自転車の事故」に遭わないために注意喚起を行います。

　NITE に通知があった 2021 年から 2025 年までの 5 年間に発生した自転車の製品事故では、「車輪への異物の巻き込みの事故」や「リコール対象製品での事故」が多く見られました。
　また、2026 年 3 月に NITE が実施した自転車の事故・ヒヤリハットの経験に関するアンケート調査では、「車輪への異物の巻き込みの事故」の他、「ブレーキの効きが悪く、ぶつかりそうになった」といった事例が多く見られました。

事故の発生状況　NITE が受け付けた製品事故情報のうち、2021年から2025年までの5年間に発生した自転車の製品事故299 件について、事故発生状況を以下に示します。

年別の事故発生件数　自転車の事故 299 件について、年別の事故発生件数を図 1 に示します。自転車の事故全体としては減少傾向ですが、リコール製品による事故を除いた事故件数は微減となっています。

事故の被害状況　自転車の過去 5 年間の製品事故 299 件における被害状況別の事故件数を表 1 に示します。自転車の事故では重傷の事故が多く発生しています。

（※3）物的被害（製品破損または拡大被害）があった場合でも人的被害のあったものは、人的被害に区分している。また、人的被害（死亡・重傷・軽傷）が複数同時に発生している場合は、最も重篤な分類で事故件数をカウントし、重複カウントはしていない。

年代別の事故発生状況　自転車の事故 299 件のうち、被害者の年代が判明したものについて、年代別の事故発生件数を図 2 に示します。自転車の事故では 10 歳代の事故が最も多くなっています。

事故事象別の事故発生状況　自転車の事故 299 件のうち、事故発生時の状況が判明したものについて、件数の多い主な事故事象を表 2 に示します。
　件数の多い「ハンドルがロックした」はリコール対象製品による事故が多くなっています。また、変形した泥よけや傘、袋等の異物を巻き込み、前輪がロックして転倒する事故も多く発生しています。

消費者へのアンケート結果　NITE が 2026 年 3 月に実施した「自転車での事故・ヒヤリハットの経験について」のアンケート結果を紹介します。
　アンケートの結果では、車道から歩道に移動する際に歩道の段差に引っかかったりした事故・ヒヤリハットが最も多くなっています。その他、車輪に物が挟まって車輪がロックして転倒しそうになったものやブレーキの効きが悪くぶつかりそうになったような事故・ヒヤリハットも多くなっています。車輪がロックされた事故・ヒヤリハットについて、車輪に挟まったものとしては、傘、衣服（スカート）、荷物（ひもを含む）、靴が多くなっていました。

■対象：全国 15～89 歳の男女、調査人数：11,022 名
■自転車の回答数（自由記述方式、一人 1 回答）：782 件 ※交通事故に関するものを除く

「自転車の事故」を防ぐポイント車輪への巻き込みのおそれがないかを確認する　泥よけが曲がったり外れたりしていると車輪に巻き込まれるおそれがあります。自転車を使用するときは、泥よけに変形や外れがないか確認しましょう。
　また、ハンドルや手首等に買い物袋、かばん、傘などをぶら下げていると、車輪に巻き込まれて車輪がロックされ、バランスを崩して転倒するおそれがあります。荷物はハンドルにぶら下げたりせず、かごに入れてください。

ブレーキの効き具合を確認する　ブレーキの効きが甘い状態で走行を続けると、制動不良などによって転倒するおそれがあります。また、歩行者などと衝突したり巻き込んだりするおそれもあるため、必ず乗車前にブレーキの効きを確認してください。自転車から降りた状態でブレーキレバーを握って車体を前後に動かし、すべりがないかなどを確認してください。
　ブレーキレバーを握った際に効きが甘かったり、逆に固すぎたりする場合は調整が必要です。ご自身で調整を行うか、自転車技士又は自転車安全整備士のいる店舗に相談してください。

チェーンの状態を確認する　自転車のチェーンは、走行するにつれ徐々に伸びて、たるみが発生します。走行中にチェーンから異音（金属がこすれるような音など）がする場合は、たるんだチェーンがチェーンケースなどに接触しているおそれがあります。また、チェーンがさびている場合は、劣化が進行したり、脆くなってチェーンが切れたりする可能性があります。チェーンが伸びた場合やさびがひどい場合は、自転車の販売店などに相談してください。

車輪やハンドルまわり、ペダルの緩みやがたつきを確認する　車輪やハンドルまわり（ハンドル、ハンドルステム等）、ペダルに緩みやがたつきがないか確認してください。適正なトルクで締め付けられていないと、走行中に車輪やハンドルまわりが緩んでくることがあります。
　また、インターネットで自転車を購入すると、ハンドルやペダル、車輪などが取り付けられていない状態で購入者の元に届くことがあり、その場合は乗車前の組み立ては購入者が行うことになります。特に、スポーツ車の車輪の取り付けには、クイックレリーズ方式が多く採用されており、事例にも挙げたように、クイックレリーズカムレバーの調整が不十分なまま走行して事故に至ったケースがあるため、注意が必要です。必ず、取扱説明書等に記載されている正しい方法で車輪を固定してください。
