南寧がZhongguancun Science and Technology Parkと協力

【南寧（中国）2016年5月10日新華社＝共同通信JBN】南寧市人民政府、Zhongguancun Science and Technology Park（中関村科学・技術パーク）管理委員会、Zhongguancun Development Group（中関村開発グループ）は2015年12月、北京で戦略的協力枠組み協定に署名し、3者が南寧と北京で協力を促進し、イノベーションと協調を強化する共同メカニズムを構築した。協定は2015年の南寧北京協力合意の成果であり、南寧がイノベーション主導の開発を進める戦略を実行するために導入した重要な方針でもある。

産業や政策、計画、人民交流に関するこの協力態勢は3つの事業で構成される。第1に、Nanning--Z-park Innovation Centerを設立し、それを戦略的な新興産業によって科学・技術、デモンストレーション、サービスのセンターにし、中南部および南西部の中国だけに貢献するだけでなく、東南アジア諸国連合（ASEAN）全域の国々に利益をもたらす。これによって、産業間享禄、資源と成果の共有、革新的な開発を促進する。第2に、技術的な成熟、高度な産業化、大きな可能性を備えたZhongguancun Science and Technology Parkの伝統分野の発展に基づき、IT（情報技術）、スマートシティ、エネルギー節約・環境保護、バイオ医療などの分野で新たに協力を開始する。3番目は、インターネット＋ASEAN地域＋Zhongguancun Park＋南寧の事業モデル方式に基づく中国ASEAN･ITベースの設立になる。

3者によると、この協力態勢は相互補完的な優位性が発揮されるとともに、相互利益をもたらすことになる。地域を越えた相乗的なイノベーションと開発に役立つだけでなく、南寧の新分野での革新的な発展を高めることにもつながる。

調印式には広西チワン族自治区常任委員会メンバーで地方党委員会書記のワン・シャオドン氏、北京人民政府副市長のスイ・チェンチアン氏、中関村開発グループ代表のシュ・チャン氏が出席した。南寧市長のズー・ホンボ氏、中関村サイエンスパーク管理委員会のグオ・ホン氏、中関村開発グループ事務局長のズー・ユンファン氏がそれぞれの組織を代表して署名した。

Nanning Works Closely with Zhongguancun Science and Technology Park to Promote Beijing-Guangxi Cooperation

In December 2015, Nanning government, Management Committee of Zhongguancun

Science and Technology Park, and Zhongguancun Development Group signed a

Strategic Cooperation Framework Agreement in Beijing, and established a joint

mechanism for three parties to promote cooperation and intensify innovation and

coordination of the two regions. The Agreement was the result of 2015

Nanning-Beijing Cooperation Consensus, and also a significant method taken by

Nanning to implement the strategy of innovation-driven development.

This cooperation, concerning industries, policies, programs and exchanges of

people, consists of three parts. First, build up a Nanning--Z-park Innovation

Center, and make it a center of science and technology, demonstration and

service with strategic emerging industries that not only serves the Mid-South

and South-West China, but also brings benefits to the whole ASEAN countries, so

as to facilitate cooperation of industries, exchanges of resources and results

and innovated development. Second, launch new cooperation in the fields such as

IT, Smart City, energy conservation and environmental protection and biological

healthcare, based on the development of traditional fields of Zhongguancun

Science and Technology Park, with technological maturity, high degree of

industrialization and a wide prospect. Third, establish a China-ASEAN IT Base

following the model of Internet + ASEAN region + Zhongguancun Park+ Nanning.

According to the three parties, this cooperation will give play to

complementary advantages and bring mutual benefits, which not only serves

trans-regional synergic innovation and development, but also enhances the

implementation of innovation-driven development of Nanning in the new era.

Wang Xiaodong, the Member of the Standing Committee of the Guangxi Zhuang

Autonomous Region and Secretary of Municipal Party Committee, Sui Zhenjiang,

Deputy Mayor of Beijing, and Xu Qiang, the President of Zhongguancun

Development Group attended the signing ceremony. Zhou Hongbo, Mayor of Nanning,

Guo Hong, Director of Management Committee of Zhongguancun Science and

Technology Park, and Zhou Yunfan, General Manager of Zhongguancun Development

Group signed the agreement respectively on behalf their parties.
