成都双流－発展しつつある中国の「空港公園都市」

「パンダツアー」は成都とロンドンの距離を縮め、成都双流国際空港の発展と繁栄を世界が目にする助けになる。

急成長する双流国際空港は、世界主要空港の位置を占めている。

1987年に初の国際便を就航させて以来、双流国際空港は5大陸を結ぶ109路線を開設した。

双流国際空港では、中国国際航空、四川航空、カタール航空、ベトナム航空、その他の内外航空会社が航空便を運航している。2018年1月、双流国際空港はサンクトペテルブルクへの旅客直航便を新設した。6月にはオークランド直航便を就航させたが、これはメルボルン、シドニーに次ぐ大洋州3番目の直航便である。7月就航の成都－ロンドン・ガトウィック直航便は、双流が世界に向かう新ルートになった。2017年末現在、計313路線がある。この中で成都は、60社以上の内外航空会社が運航し、中国中西部でトップを占めている。さらに重要な路線が開設され、成都は中国中西部で唯一、5大陸に広がる国際（地域）航空路ネットワークを持つ都市になった。

近年、双流国際空港の乗客取り扱いは年ごとに伸びている。2013年から2017年まで、乗客処理の平均成長率は10.47%、貨物は6.5% に達した。2017年には双流国際空港は乗客4980万2000人を取り扱った。民間航空データ分析機関（CADAS）がこのほど発表した乗客処理の世界トップ30空港によると、双流国際空港は北京、上海、広州とともにランクインした中国西部で唯一の空港である。

双流国際空港の着実な発展は成都の対外開放に拍車を掛け、その経済発展の駆動力にもなっている。

▽経済発展の新たな章に踏み出す双流

双流国際空港は、成都中心部から約10キロの成都南西部の双流区に位置している。40年前、双流の経済は、産業基盤が弱く、伝統農業が支配的だった。中国が徐々に開放政策を拡大する中で、双流は空港経済の開発を継続し、空港立地の優位を生かして積極的に産業機能ゾーンを構築し、主導権を握った。2017年4月、双流は自由貿易試験区の構築に着手した。それ以降「双流自由貿易試験区」は中国西部のゲートウェー都市のオープンハイランドになった。双流自由貿易試験区管理局は新産業政策50件の策定も支援し、1429億元の収益、81億4000万元の税収（関税50億元を含む）をもたらした。輸出入は335億2100万元と37.3%伸びた。これらは全て「自由貿易＋空港」産業体制構築の堅固な基礎を形成する。

空港は双流の発展に不可欠であり、双流の経済に大きな役割を演じている。ほぼ毎日、Foxconn製品を満載した2機のボーイング747が欧米やその他の国の市場に向けて双流から飛び立つ。RenbaoやWeichuangのOEM大企業が製造し、組み立てたDell、Lenovoなど著名ブランドのノートブックコンピューター製品が双流国際空港から世界に搬出されている。英企業ガードナー航空のニック・サンダース最高経営責任者（CEO）は、双流航空産業の環境と見通しを調査した後、現場で「短いが充実した訪問で、双流の有望な経済と便利な交通を感じた。このような好ましい投資条件によって、私は、双流でガードナー航空が成功すると確信するに至った」と語った。

双流の航空ハブ機能エリアは、中国国際航空、四川航空などの拠点航空会社8社、航空メンテナンス基地3カ所、世界物流企業トップ100社のうちのUPS、DHL、SF、YTなど13社、国内物流トップ100社中の10社を集めている。2018年上半期に双流区は新プロジェクト21件に調印して12件に着手し「2018年中国事業環境トップ100地区・県」の18位にランクインした。

双流は引き続き空港経済を開発し、ハブベースの航空サービス、空路国際貿易、空港ベースの国際商取引の3大分野に焦点を当てる。6つの主要航空経済クラスター、すなわち、航空運用サービス、航空製造・メンテナンス、航空物流、越境貿易、航空金融、航空本部を創出し、国際的に知られた中国の一流航空経済資本の構築を加速する。航空経済の生産高は2018年に1200億元に達し、2020年までに1500億元を超えることは間違いない。

▽「グリーン双流」－空港庭園都市の構築

双流は空港経済を振興する一方、積極的に美しい空港を建設し、グリーン資源の水準を引き上げる。現時点で双流区の緑地帯は4030.06ヘクタールに達し、このうち公園が557.47ヘクタールを占める。緑地率は42.58%、緑被率は50.38%である。人口1人当たりの緑地は15.44平方メートルに達している。

将来、双流はムマ山に「空港花畑公園」、1万5000平方メートルの高水準の空港中央公園、ジンマ川、ジンジャン緑地帯を建造する。空港のグリーンウエー造成も加速し、さまざまな都市公園、緑地、田園地帯を入念に配置して地域生態パターンを形成し、2020年までに1人当たりの緑地を確実に16平方メートルに増やす予定である。

恵まれた立地と各種の政策のおかげで、将来、人々が双流について話すとき、彼らは空港だけでなく、航空経済資本、生態産業都市、電子情報バレーで名高い空港庭園都市に思いを巡らすだろう。

In July 2018, the British newspaper the Daily Telegraph launched a report

entitled "New direct flight from Gatwick to Chengdu promises panda encounters".

The new direct flight from Shuangliu Airport to London Airport was put into

use, allowing British tourists more opportunities to get close to pandas.

A "panda tour" shortens the distance between Chengdu and London and helps the

world witness the development and prosperity of Chengdu Shuangliu International

Airport.

With rapid development, Shuangliu International Airport ranks in the world's

leading airports.

Since its first international air route in 1987, Shuangliu International

Airport has opened 109 routes, connecting five continents.

Air China, Sichuan Airlines, Qatar Airways, Vietnam Airlines and other domestic

and foreign airlines operate flights at Shuangliu International Airport. In

January 2018, Shuangliu International Airport opened a new direct passenger

route to St. Petersburg; in June, it started a new direct flight to Auckland

which became the third direct route to Oceania after those to Melbourne and

Sydney; in July, Chengdu's direct flight to London Gatwick Airport launched a

new way for Shuangliu to go the world. There are 313 routes in total by the end

of 2017. Among them, more than 60 domestic and foreign airlines operate in

Chengdu, ranking No.1 in Midwest China. As more important air routes have been

launched, Chengdu has become the only city in the international (regional) air

route networks of Midwest China that reaches five continents.

In recent years, the passenger throughput at Shuangliu International Airport

has been increasing yearly. From 2013 to 2017, the average growth rate of the

passenger throughput reached 10.47% and that of goods reached 6.5%. The

passenger throughput at Shuangliu International Airport in 2017 was 49.802

million. Besides Beijing, Shanghai and Guangzhou, Shuangliu International

Airport is the only western airport in China listed in the top 30 global

airports on throughput recently released by Civil aviation data analysis system

(CADAS).

The steady development of Shuangliu International Airport has accelerated

Chengdu's opening to the outside world and has also become the engine of its

economic development.

Shuangliu stepping into a new chapter of economic development

Shuangliu International Airport is located in Shuangliu District, southwest of

Chengdu, about 10km away from downtown Chengdu. Forty years ago, the economy of

Shuangliu was dominated by traditional agricultural planting, with a poor

industrial foundation. As the country expands its opening policy gradually,

Shuangliu continues developing the airport economy and actively builds

industrial functional zones using the advantages of airport location and open

leading positions. In April 2017, Shuangliu started the construction of the

pilot free trade zone. Since then, Shuangliu Pilot Free Trade Zone keep making

effort to become the open highland of gateway cities in Western China.

Shuangliu Pilot Free Trade Zone Administration Bureau also helps formulate 50

new industrial policies, realizing the revenue of 142.9 billion yuan and tax

revenue of 8.14 billion yuan (including customs tax of 5 billion yuan), with

import and export volume of 33.521 billion yuan, an increase of 37.3%. All

these lay a solid foundation for building a "free trade + airport" industrial

system.

The airport is crucial to Shuangliu's development and plays a significant role

in Shuangliu's economy. Almost every day, two Boeing 747 planes full of Foxconn

products fly from Shuangliu to Europe, America and other global markets; The

famous brands of notebook computers (Dell, Lenovo, etc.) produced and assembled

by the large-scale OEM companies (Renbao, Weichuang, etc.) are carried from

Shuangliu International Airport to the world. Nick Sanders, CEO of Gardner

Airlines UK company, exclaimed on the spot after investigating the environment

and prospects of Shuangliu aviation industry, "During my short but full visit,

I felt Shuangliu's prosperous economy and convenient transportation. Such a

favorable investment condition makes me very confident about prospects of

Gardner Airlines in Shuangliu."

Shuangliu aviation hub functional area gathers 8 base airlines such as Air

China and Sichuan Airlines, 3 aviation maintenance bases, and 13 global top 100

logistics companies such as UPS, DHL, SF and YT, and 10 national top 100

logistics companies. In the first half of 2018, Shuangliu District signed 21

new projects and initiated 12 projects, ranking the 18th in the "2018 Top 100

Districts & Counties in China's Business Environment".

Shuangliu will continue to develop the airport economy and focus on three major

areas of hub-based aviation services, air-to-air international trade and

airport-based international commerce; creating six major aviation economic

clusters, namely aviation operation services, aviation manufacturing and

maintenance, aviation logistics, cross-border trades, aviation finance and

aviation headquarters; speeding up the construction of internationally renowned

and China's first-class capital of aviation economy. We will ensure that the

value of the aviation economic output reaches 120 billion yuan in 2018 and

exceeds 150 billion yuan by 2020.

Building an airport garden city -- "Green Shuangliu"

While promoting the airport economy, Shuangliu is actively building a beautiful

airport and improving the level of green resources. Up to now, the green area

in Shuangliu District has reached 4030.06 hectares, of which parks cover 557.47

hectares, with a green rate of 42.58% and a green coverage rate of 50.38%. The

per capita park green land has reached 15.44 m2.

In the future, Shuangliu will build "Airport Flower Field Park" at Muma

Mountain, 15,000 mu Airport Central Park and Jinma River and Jinjiang Green

Wedge with high standards. It will also speed up the construction of airport

greenway, carefully lay out various urban parks, green landscape and rural

pastoral landscape, and form the regional ecological pattern, in a bid to

ensure that the per capita park green land area will reach 16m2 by 2020.

Relying on favorable location and various policies, in the future, when people

talk about Shuangliu, they will think of not only the airport, but an airport

garden city famous for its aviation economy capital, biological industry city

and electronic information valley.
