SNC-LavalinとHatchがPMIの2014年最優秀プロジェクト賞を受賞

【フェニックス（米アリゾナ州）2014年10月28日PRN＝共同通信JBN】Rio Tinto Alcan （RTA）、SNC-Lavalin、Hatchが27日夜に開かれたProject Management Institute（PMI）のプロフェッショナル表彰式で羨望の的である2014年PMI年間最優秀プロジェクト賞を受賞した。同賞は情熱と才能、専門性でプロジェクトマネジメント専門職に最も大きく貢献した団体と個人に与えられる名誉である。

受賞したチームは情熱に事欠かない。事実、「厳格、勇気、情熱」をモットーにした受賞チームはプロジェクトの目標達成に全力を尽くし、健康・安全・環境（HSE）面でRTAの期待を上回る成果を達成した。

AP60 Phase 1はカナダ・モントリオールの北東464キロに位置するケベック州ジョンキエールの新しいアルミニウム製造プラントである。同プラントはRTAが自社開発したAP60溶錬技術を工業規模でテストするよう設計された試験プラントである。この種の技術では世界で初めてのプロジェクトであり、RTAが計画しているケベック州サグネラクサンジャン地区への投資の第一歩である。

RTAの目標は最初から明確であった。工業プラントを安全に建設し、最低限の資本支出と現実的なスケジュールでAP60技術を実現してみせることである。13億カナダ・ドルのプロジェクトは予算範囲内でスケジュールより1カ月も早く完成した。HSE面でも世界級の標準を設定したがRTAとケベック州の建設業界の基準として取り入れられた。同業界はかつて休業災害発生頻度（LTIFR）が極めて高かった。今回のプロジェクトでは災害発生率が地域の平均値よりも99％低いまま工事が完了した。

HatchのAP60担当プロジェクトマネジャー、アンドレ・ノエル氏は「世界最先端の技術で運用するアルミニウム製造プラントを建設することは巨大で、エキサイティングな取り組みだった。グローバルな金融危機のただ中でチームはプロジェクトのコストを受け入れられるぎりぎりの水準まで低減して、しかも価値に影響を及ぼさないようにすることに苦労した。価値水準を改善するための頭の体操には消耗させられたが、結果として運用コストで妥協すること無く資本支出を2億8000万ドル節約することができた」と述べた。

SNC-Lavalinのプロジェクト・北米・鉱業および冶金担当副社長、マーク・オコナー氏は「われわれはAP60プロジェクトでケベック州の建設業界に健康と安全のための新しい標準を設定した。プロジェクトの一環として数多くの健康・保安プログラムや手順、機器を開発し、それが各地のプロジェクトで現在、先駆者として使用されている」と述べた。

Rio Tinto Alcanのプロジェクトディレクター、ミシェル・シャロン氏は「プロジェクトマネジメントはどれだけ綿密な計画を立て、プレゼンテーションを行い、実行し、成果を納入するかがすべてである。チームはそれを素晴らしく遂行した。ベストだった」と述べた。

プロジェクトはエンジニアリング、調達、建設マネジメント（EPCM）モデル契約に基づいて施行され、SNC-LavalinとHatchのジョイントベンチャーがリードした。

SNC-Lavalin and Hatch win PMI's 2014 Project of the Year Award for Rio Tinto Alcan's AP60 Project

    Rio Tinto Alcan (RTA), SNC-Lavalin, and Hatch received the coveted Project

of the Year award at last night's Project Management Institute (PMI)

Professional Awards Gala. The PMI Professional Awards honor organizations and

individuals whose passion, talent and expertise make the greatest contributions

to the project management profession.

    And this team had plenty of passion. In fact, the motto "rigor, courage,

passion" was adopted to drive the team's commitment to meeting the project

goals and exceeding RTA's expectations for health, safety, and the environment

(HSE).

    AP60 Phase 1 is a new aluminum plant located in Jonquiere, Quebec (464 km

northeast of Montreal). The plant was designed to test RTA's proprietary AP60

smelting technology at an industrial scale. The project is the

first-of-its-kind in the world and the first step in RTA's planned investment

program in Quebec's Saguenay-Lac-Saint-Jean region.

    RTA's goal was clear from the start - to safely deliver an industrial plant

to demonstrate AP60 technology with minimal capital expenditure and a realistic

schedule. The CAN$1.3 billion project was completed within the budget and one

month ahead of schedule. It also set a world-class standard for HSE that was

implemented as the benchmark by RTA and the construction industry in Quebec,

which had suffered from extremely high lost time injury frequency rates

(LTIFR). The project finished with an injury rate 99 percent lower than the

local average.

    "Building an aluminum plant to operate the most advanced technology in the

world was an enormous, and exciting, challenge," said Hatch's Andre Noel, AP60

Project Manager. "In the midst of the global financial crisis, the team was

challenged with the task of reducing the project costs to an acceptable level

without impacting net present value. An exhaustive value-improvement exercise

resulted in savings of about $280 million in capital expenditure without

compromising operating costs."

    "We set a new standard for health and safety performance in the Quebec

construction industry with the AP60 project," said Marc O'Connor,

Vice-President Projects, North America, Mining and Metallurgy, SNC-Lavalin.

"Many of the health and safety programs, procedures and tools developed as part

of this project, are the precursors to tools being used on projects today."

    "Project management - it's all about how good you are at detailing a plan,

presenting a plan, executing the plan, and delivering the result. And that's

what they did so well. They were the best," said Michel Charron, Project

Director, Rio Tinto Alcan.

    The project was executed under an engineering, procurement and construction

management (EPCM) contracting model, which was led by a joint venture between

SNC-Lavalin and Hatch.
