カリンガ産業技術研究所（Kalinga Institute of Industrial Technology、KIIT）の姉妹校、カリンガ社会科学研究所（Kalinga Institute of Social Sciences、KISS）は、インド政府人的資源開発省から大学の地位を認可され（2017年8月25日付書簡No. F.9-14/2011-U-3（A）参照）、インドおよび世界で初めての部族大学になった。かつてインディラ・ガンディー国立部族大学が設立されたことがあるが、同校はあらゆる学生を入学させていた。これに対しKISS大学は部族学生に限定されている。

インドのブバネシュワルを本拠とするKISSは、新規カテゴリーの「みなし大学（Deemed University）」と宣言された。同校は第1段階で革新的な7部門を導入し、部族研究の調査に刺激を与え、世界の部族教育・研究におけるKISSの卓越した地位構築を支援する。みなし大学の地位は、このような期待を込めて認可された。KISS大学の学生はこれまでと同様、完全無料の全寮制教育を受ける。

KISS大学の創設者、アチュタ・サマンタ博士は満足の意を表明し、「これは全能の神の祝福とオディシャ州住民の好意のたまものである」と語った。サマンタ博士はKISSを代表して、ナレンドラ・モディ首相に心からの感謝を表明した。オディシャ州のナビーン・パトナイク首相にも謝意を表し、州首相の祝福と好意がなければ、KISSがこのように頂点を極めることはできなかったと述べた。

サマンタ博士はまた、KISSにみなし大学の地位を与えて歴史をつくったプラカシュ・ジャバデカル人的資源開発相に個人的な謝意を表明した。さらに、人的資源開発省の職員、インド政府、大学認可委員会にも認可を感謝した。オディシャ州出身の2閣僚、ジュエル・オラム部族問題相とダルメンドラ・プラダン石油・天然ガス相にも支援と好意を感謝し、地元、国内、国際メディアの支援にも謝意を表明した。

KISSみなし大学は部族学生と部族研究に限定する世界初の大学とみられている。同校は完全無料で全寮制である。カリンガ社会科学研究所（KISS）は1992-93年、ブバネシュワルの貸しビルで、アチュタ・サマンタ教授がわずか125人の貧しい部族学生を相手に開校した。学生数が徐々に増えて急成長を経験し、現在の学生数は3万7000人（在校生2万7000人と卒業生1万人）に達している。このうち60%は女子学生である。

クラスIから大学院レベルに至る正規教育に加えて、学生には広範な職業教育が与えられている。KISSは真の意味で国連持続可能な開発目標（SDGs）を実践しているほか、毛沢東主義者とナクサライトの反政府活動拡大を抑制して、オディシャ州と周辺州の部族後背地に必要な社会変革をもたらしてきた。KISSは、州内各村落の多くの家族からやって来た3万7000人の学生を通じて、部族の考え方を本格的に変革し、彼らが主流社会に加わる役に立っている。

このニュースに接して、KISSの学生の中には歓喜の波が広がった。研究所の学生約3万7000人の親と部族コミュニティーもこの偉業を大喜びした。

First Tribal University in the World

Kalinga Institute of Social Sciences (KISS) , a sister-concern of Kalinga

Institute of Industrial Technology (KIIT), has been granted the University

status by the Ministry of Human Resource Development, Govt. of India vide its

Letter No. F.9-14/2011-U-3 (A) dated 25/08/2017. It has become the first tribal

university in India and in the entire world. Though Indira Gandhi National

Tribal University has been established before, it enrolls students of all

categories. On the other hand, KISS University is exclusively for tribal

students.

KISS, based in Bhubaneswar, India, has been declared a Deemed University under

De-novo category. The University will introduce seven new innovative

departments in the first phase to provide impetus to research on tribal studies

and help KISS achieve a place of prominence in tribal education and research

worldwide; the Deemed University status has been granted with this hope. As

before, students of KISS University will get residential education absolutely

free of cost.

Expressing his satisfaction, Dr. Achyuta Samanta, Founder, KISS University

said, "This became possible due to the blessings of Almighty and good wishes of

people of Odisha." Dr. Samanta, on behalf of KISS, expressed his heartfelt

gratitude to Prime Minister of India, Shri Narendra Modi. Expressing his

gratitude to Shri Naveen Patnaik, Hon'ble Chief Minister of Odisha, Shri

Samanta said that without his blessings and good wishes, KISS could not have

scaled such heights.

He has expressed his personal gratitude to the Union Minister of Human Resource

Development, Shri Prakash Javadekar, who made history by approving the grant of

Deemed-to-be University status to KISS. He has thanked the officials of the

Ministry of HRD, Govt. of India and the University Grants Commission for their

approval. He thanked two Union Ministers from Odisha - Shri Jual Oram, Minister

of Tribal Affairs and Shri Dharmendra Pradhan, Minister of Petroleum for their

help and good wishes. Dr. Samanta also expressed his thanks to local, national

and international media for their support.

KISS Deemed University is supposed to be the first University in the world

exclusively for tribal students and tribal studies, which is fully free and

fully residential. Kalinga Institute of Social Sciences (KISS) was founded by

Prof. Achyuta Samanta in 1992-93 in a rented building in Bhubaneswar with only

125 poor tribal students. It underwent massive growth with gradual increase in

the student strength. At present, student strength of KISS has touched 37,000

(27,000 existing students and 10,000 graduated). Sixty percent of them are girl

students.

In addition to the formal education from Class I to Postgraduate level, a wide

range of vocational skills are imparted to the students. Besides implementing

the United Nation's Sustainable Development Goals in the true sense, KISS has

been able to bring about much needed social changes in the tribal hinterland of

Odisha and its neighbouring states by restricting the spread of Maoist and

Naxalite insurgency. KISS, through its 37,000 students who come from as many

families in different villages across the state, is indeed transforming the

tribal mind-set and helping them join mainstream society.

There was a wave of joy among the students of KISS after getting this news.

Parents of around 37,000 students of the institute and the tribal community

were overjoyed with the achievement.
