多くの災害では公衆通信ネットワークが最初に被害を受けるため、ファーストレスポンダー（初期対応者）や治安機関は、影響を最小限に抑えるために災害現場に専用の通信システムを設置する必要がある。VNLのResQMobilは、VSATコネクティビティーを内蔵し、音声・ビデオ・データのコネクティビティーを1時間以内に提供することにより、災害現場での緊急対応を支援する統合ソリューションである。

ResQMobilは直ちに通信ネットワークを提供するだけでなく、モバイルシグナルを介した被災者の位置特定や、さまざまな無線ネットワークと接続して、当局へのアクショナブル・インフォメーション提供をサポートすることができる。ResQMobilはあらゆる種類の災害時に機能するように設計されており、直ちに現地に空中投下することができる。

＊独立した通信ネットワークを確立するためのBTS、BSC、MSC、SMSCなどを統合したGSM Network-in-a-box

＊携帯電話の位置を突き止めることにより、閉じ込められたり、生き埋めになったり、行方不明となっているかもしれない被災者の位置特定をサポートするEmergency Victim Locator（緊急被災者位置特定装置）

＊HF、VHF、UHFからモバイル、ないしPSTNネットワークなどのさまざまなプラットフォーム上の通信を一時的に接続するためのUniversal Gateway

＊オペレータとの取り決めにより利用可能な、バックホールを備えた外界への接続用のTemporary Cellular Network。これに関連して、VNLはインドの国営通信大手BSNLと提携し、インド、南アジア地域協力連合（SAARC）諸国および他の国で災害救援サービスを提供している。

ResQMobilはインドのNational Disaster Management Authority（NDMA）および、National Disaster Relief Force（NDRF）など世界の災害管理機関に的を絞っている。

As public communication networks are the first casualty in most disasters,

first-responders and public safety agencies need a dedicated communication

system to be set up at disaster sites within hours, to minimize impact. VNL's
