ロイズ・エナジー（Lloyds Energy）は、フィリピンでのLNGエネルギーハブの建設・開発提供に向け、一歩前進しました。フィリピン国営石油会社（Philippine National Oil Company:PNOC) が発行した文書によると、BOT法及びその改訂施行規則に規定されている文書要求事項に基づき、PNOCバタンガス湾エネルギーハブプロジェクトに関する未承認提案書の完全性が承認されたと明記されていました。完全性チェックに続き、同法に従って、PNOCがこの提案を評価することになります。

ロイズ・エナジーは、ストレージ・液状化設備・再ガス化設備・分配設備、200～800メガワット(MW)の容量を持つパワー・プラントといった総合LNGハブの開発及び建設についての未承認提案書をPOCに提出した最初の企業です。他社数社も、PNOCに対し未承認提案書を提出していましたが、BOT法を遵守して”先着順”形式をとっているため、ロイズ・エナジーの提案書の評価は、PNOCのテクニカルワーキンググループが(TWG)が実施しています。

PNOCバタンガス湾エネルギーハブプロジェクトでは、パラワンのマランパヤガス田からの天然ガスの枯渇、マランパヤでの業務にあたる共同企業シェル・シェヴロン・PNOC-ECに対して発行されたサービスコントラクト38の2024年での終了が想定される中、フィリピンがLNGハブに生まれ変わることが想定されています。

Lloyds Energy Passes Completeness Check for PNOC LNG Hub Project

     Lloyds Energy has moved one step closer in its offer to build and develop

an LNG Energy Hub in the Philippines, having recently received a letter from

the Philippine National Oil Company that its unsolicited proposal for the PNOC

Batangas Bay Energy Hub Project has been determined to be complete in

accordance with the documentary requirements stated in the Build Operate and

Transfer (BOT) law and its Revised Implementing Rules and Regulations.

Following the completeness check, PNOC will now evaluate the proposal in

accordance with the same law.

    Lloyds Energy was the first company to submit an unsolicited proposal to

the PNOC for the development and construction of an integrated LNG hub with

storage, liquefaction, regasification and distribution facility, as well as a

power plant capacity of 200 to 800 megawatts (MW). Several companies also

previously submitted unsolicited proposals to the PNOC but following the "first

in time" approach under the BOT law it is the proposal of Lloyds Energy that is

currently being evaluated by the technical working group (TWG) of the PNOC.

    The Batangas Bay LNG Hub Project of the PNOC is envisioned to turn the

Philippines into a hub for LNG amid the expected depletion of natural gas from

the Malampaya gas field in Palawan and the expiration in 2024 of Service

Contract 38 issued to the consortium of Shell, Chevron and PNOC-EC for the

operation of Malampaya.
