世界と共有：広州が中国の開放、協力、相互利益でその可能性を活用

【広州（中国）2018年11月5日新華社＝共同通信JBN】「中国はさらに開放を推し進める」「広州は改革・解放の良い実例になる」―。これは中国南部の都市、広州で中国共産党広州市委員会宣伝部が11月1－3日まで開催したHuangpu International Business Media and Think Tank Forum（黄埔国際ビジネスメディア&シンクタンク・フォーラム）に集まった世界に名高いビジネスメディアと政界、学会、実業界コミュニティーの「シンクタンク」からの参加者コメントである。

フランスのドミニク・ドビルパン元首相はスピーチで「われわれが今日ここで中国の改革と開放について討議しているのは偶然ではない」と述べた。中国はわずか40年で全世界への大きな影響力を得た。そして広州はいろいろな意味で、中国が発展してきた実例を示している。

この40年で広州のGDPは約500倍に成長し、1人当たりのGDPは先進国世界のレベルに近い。こうした全ての成果はドピルパン元首相の言う「中国を世界に結びつけることを目指す壮大で包括的、かつ現実的な戦略」である解放によるものだ。

広州市長の温国輝氏は「世界は改革開放の最前線にある広州を、中国が成し遂げた成果の窓として見ることができる」と述べた。1978年に1億3000万米ドルだった同市の貿易総額は、2017年には1432億3000万米ドルに急増した。

中国商務部対外貿易センターのディレクター・ジェネラルであるリ・ジンチ氏は「広州交易会は120回以上開催され、中国と外国との貿易関係を継続的に強化して中国の南の玄関としての広州の地位を確かなものにしている。中国の開放、対外貿易の協力と成長の窓として年2回開催される広州交易会は、中国が改革開放を通してどのように世界と結びついてきたかを最も雄弁に示す軌跡である」と述べた。

広州は今日、民間経済と輸出志向経済の促進で先頭に立っている。参加した専門家によると、これはイノベーションが駆動する経済、改善されたサービス、向上した効率性を広州が模索した結果としての成功である。

会社設立のための登記手続きを終えるにはどれだけの期間が必要だろうか。フォーラムが開催された黄埔区／広州経済技術開発区（Huangpu District / Guangzhou Economic and Technological Development District（GETDD））なら1日あれば十分である。企業家向けの、この非常に効率的なサービスは改革とイノベーションによるものである。

アジアン・バンカージャーナル誌の創立者兼社長、エマニュエル・ダニエル氏は「この地のイノベーションで最も驚くのは、それが強力な行政力を伴って現実の、ダイナミックなエコシステムによって動いていることだ。企業家はより低い費用で高いレベルの喜びを得ることができる」と述べた。

Hong Kong Institution for International Financeのプレジデントで北京大学HSBCビジネススクールの金融プラクティス担当教授であるシャオ・ゲン氏は「広州には経済的、文化的に多くの経験と遺産がある。世界中から優れた人材と家族を引き付けるには多様なライフスタイルとビジネスモデルを促進する環境が必要であり、それはまさに広州が提供していることである」と述べた。

改革開放をさらに推し進めるには国際基準に従う必要がある。近年、広州はサプライサイドを再構築し、生産方式の変革と向上を進める数々の有益な試みを行った。その焦点はIAB（次世代情報技術、人工テクノロジー、生体臨床医学）とNEM（新エネルギーと素材）といった主要産業を成長させることにある。これはすべて、広州をグローバルなバリューチェーンへと押し上げるのに役立つ。

GETDDに本拠を置くMino Automotive Equipment Companyがスタートアップから世界をリードする先端機器の企業に成長するのに要した時間はわずか10年である。Minoのヤオ・ウェイビン社長は「われわれは以前、外国の提携先6社よりも1年早く、128日以内に生産ラインを達成したことがある。これは奇跡だった。信頼性、コスト、メンテナンスの面でイノベーションが当社の機器製造で実現しつつある」と述べた。

Carl Zeiss（China）Co., Ltdのペン・ウェイ社長は「改革開放のフロンティアとして、広州はわれわれが共感できる哲学、考え方、政策、人材といった数多くの側面を持っている」と述べた。現在、同グループは6社を黄埔区に登記している。

わずか3週間後にはFortune Brainstorm TECH International Conferenceが、その永久主催地である広州で開催される。フォーチュン誌のクリフトン・リーフ編集長はフォーラムで、中国企業の研究開発への投資は北米企業の8%という穏やかな増加と比べ、この数年で34%増加したと講演した。これは中国企業には発展への隆盛な活力があり、状況の変化への適応力が非常に高いことを意味している。

広東・香港・マカオ大湾岸圏の建設が進んでおり、世界中の関心を集めている。ドビルパン元首相によると、このほど運用を開始した香港・珠海・マカオ大橋（港珠澳大橋）は広州を含む大湾岸圏の都市の統合とウィンウィンの協力を増加させる。

Sharing with the World: Guangzhou Taps its Potential in China's Opening-up, Cooperation and Co-benefits

"China is pushing opening up wider" and "Guangzhou exemplifies the achievements

of reform and opening up" were the comments of participants from world renowned

business media and "think tanks" in the political, academic and business

community gathering at the Huangpu International Business Media and Think Tank

Forum, held from November 1st to 3rd by the Publicity Department of the CPC

Guangzhou Municipal Committee in the southern Chinese city of Guangzhou.

"It's no coincidence that we are now discussing China's reform and opening-up

here today," said former French Prime Minister Dominique de Villepin in his

speech. In just 40 years, China has gained tremendous influence worldwide while

Guangzhou, in many ways, demonstrates how the country has evolved.

Over the past four decades, Guangzhou has a GDP about 500 times larger and its

per capita GDP is close to the level of the developed world. All these

achievements have been attributed to opening-up, "a grand, overall and

practical strategy aiming to connect China to the world" in Mr. de Villepin's

words.

"The world can see Guangzhou, the frontier of reform and opening up, as a

window for China's achievements," said Wen Guohui, mayor of Guangzhou. The

total trade value of the city soared from USD 130 million in 1978 to USD 143.23

billion in 2017.

"With more than 120 editions held, the Canton Fair has incessantly strengthened

trading relations between China and the rest of the world, consolidating the

position of Guangzhou as the southern gate of China. As the window for the

country's opening up, cooperation and growth of foreign trade, the biannual

event best testifies to the trajectory of how China has connected to the world

through reform and opening up," said Li Jinqi, the Director General of China

Foreign Trade Center, Ministry of Commerce.

Today, Guangzhou has been a frontrunner in promoting private economy and

export-oriented economy -- a success resulted from the city's exploration of an

innovation-driven economy, improved services and enhanced efficiency, according

to participating experts.

How long does it take to finish the registration procedures to establish a

company? One day is enough in Huangpu District / Guangzhou Economic and

Technological Development District (GETDD), where the forum was held. The

highly efficient services for entrepreneurs are attributed to reform and

innovation.

"What astonishes me most concerning the innovation here is that it is powered

by a real and dynamic ecosystem with strong executive capacity," said Emmanuel

Daniel, founder and president of The Asian Banker Journal, "Entrepreneurs can

obtain a higher level of happiness at a lower cost."

"Guangzhou enjoys much experience and legacy, economically and culturally. To

attract outstanding talents and families from across the world requires an

environment which champions a variety of lifestyles and business models,

exactly what Guangzhou has to offer," said Xiao Geng, president of the Hong

Kong Institution for International Finance and professor of financial practice

at Peking University HSBC Business School.

To further push forward reform and opening-up needs to be in accordance with

international standards. In recent years Guangzhou has been making some useful

attempt in advancing the supply-side restructuring, transforming and upgrading

production modes. The focus has been on growing major industries, such as IAB

(next-generation information technology, artificial technology and biomedicine)

and NEM (new energy and materials). All these help the city move up the global

value chain.

It takes merely a decade for Mino Automotive Equipment Company, based in GETDD

to grow from a start-up into a world-leading advanced equipment firm. "We once

delivered a production line within 128 days, a year earlier than six foreign

counterparts, which was a miracle. Innovation is being made in manufacturing

our equipment in terms of reliability, cost and maintenance," said Yao Weibing,

Mino's president.

"The core of high-quality development is industrial technology innovation,"

says this year's Huangpu Forum. Guangzhou, being the forerunner historically

and with international exchange platforms, will continue to assume the role of

explorers and pioneers in Chinese propositions of "fostering a new environment

in all-round opening up and incessantly promoting high-quality development".

"In a new climate, going global and bringing in are two dimensions of opening

up. Some pillar industries have a need to expand overseas in ways to increase

international cooperation in capacity and economic globalization. This is how

multilateral trade relations, characterized by openness, equality, mutual

benefit and win-win cooperation, are forged," said Zhang Jin, founder and

president of Cedar Holdings, a Guangzhou-based Fortune Global 500 company.

"Guangzhou, as the frontier of reform and opening up, has many aspects, such as

philosophy, thinking, policy and talents that resonate with us," noted Peng

Wei, president of Carl Zeiss (China) Co., Ltd. As of now, the group has six

enterprises registered with Huangpu District.

In just three weeks, the Fortune Brainstorm TECH International Conference will

take place in Guangzhou, its permanent host. Clifton Leaf, the editor in chief

at Fortune magazine addressed at the forum that, investment of Chinese

companies in research and development had grown by 34% over the past few years,

compared to a modest 8% for North American firms. This means the Chinese

enterprises will have great development vitality and be highly adaptable to

changing conditions.

The construction of the Guangdong-Hong Kong-Macao Greater Bay Area is underway,

and attracts worldwide attention. According to Mr. de Villepin, the Hong

Kong-Zhuhai-Macao Bridge, which began operation recently, will increase the

integration of and win-win cooperation for cities within the Greater Bay Area,

including Guangzhou.

Guangzhou, a vital engine driving the Guangdong-Hong Kong-Macao Greater Bay

Area forward, is seeking high-quality development through innovation while

embracing the world with a more open stance. Amid a new round of global

revolution of technological innovation, new forms of business are shooting up

to an extent unseen before, thus shaping a new modern industrial system. With

that, Guangzhou will have a more important role to play as it evolves from a

millennial-old business city to an innovative metropolis.

"In the context of globalization, China will most likely be a frontrunner,

relying on innovation," said Harley Seyedin, president of the American Chamber

of Commerce in South China and president of Allelon Energy Partners. He

believes that "We are now seeing a lot of revolutionary technologies in China,

which may come from universities, pharmaceuticals and other industries.

Technological innovation has dramatically changed the lives of Chinese society.

China is actually leading a cashless world, which relies on smart phones and

mobile payment that is born in Guangzhou, in all kinds of transactions."
