古都南京の「革新的な気質」が世界の注目を浴びる

▽世界のイノベーション・リソースを結集

5人のノーベル賞受賞者、約180人の中国および海外からの学者、500以上のハイエンド「ブラック・テクノロジー」、22の国・地域の革新的なサービス組織のアライアンス設立…

現在、南京には3万人以上の外国人と8000以上の外資系企業がある。南京に国際的な人材とプロジェクトがどうして終結するのか？

長年にわたり海外で研究を続けているマサチューセッツ州立大学のヤン・メイジア教授は「私にとって、南京の革新的な雰囲気とくつろいだ環境が魅力である」と語った。教授は2018年8月、Nanjing Jiangning High-tech Park（南京江寧ハイテクパーク）のJiangsu Alot Medicine Research Institute設立に参画した。1年足らずで、教授は3件の発明特許を申請、7社を起業し、現在は12のバイオ新薬を開発している。

ヤン・メイジア教授は「南京は科学の法則を尊重し、科学研究の人材を大切にし、われわれをあらゆる面でサポートし、くつろいだフレンドリーな起業環境を提供してくれた」と語った。

南京は若い大学生向けに「Talents in Nanjing Plan（南京における人材計画）」、「Starting Career in Nanjing」Proguram（「南京でキャリアをスタート」プログラム）、「345」Overseas High-level Talents Introduction Program（「345」海外ハイレベル人材採用プログラム）を推進し、国内外の科学および技術革新の人材にとって、同市は第一選択になっている。現在、5人のノーベル賞受賞者、86人の中国および外国の学者が南京で企業を設立した。

▽「変革」の主要問題を打開

南京は江寧に53のカレッジおよび大学、80万人以上の大学生、80人以上の学者を擁している。大学生の数、卒業生の数、学者の数は中国で第3位である。しかし、ずっと以前には、南京は豊富な科学および教育リソースを革新的な開発に利用することに失敗した。

▽「革新都市」の建設

南京をあずかる人物は「『革新都市』の建設は南京の開発にとって新たな活力を大いに刺激した」と語り、南京は知的財産保護で最も厳格な都市を建設し、ビジネス環境をさらに最適化し、南京のイノベーションを最優先で向上させる取り組みにコミットしてきたと指摘した。

▽ビジネス環境の100の法規、民間経済の30の法規、コネが一切介入しない承認

政府サービスの「南京スピード」は、同市の革新的な気質の新たなフットノートになった。30億ドルを投じた南京Jiangbei New Area（江北新区）にTSMCプロジェクトはプロジェクトの開始から試運転まで20カ月しかかからなかった。新しい研究開発施設「Nanda Electronics」は数百万元の融資を受け、新しい事業登録を1回だけで完了した。

最近リリースされた中国の都市競争力に関する17回目の報告によると、南京は総合的な経済競争力、住みやすさの競争力、持続可能性の競争力、経済競争力でトップ10入りした。南京はNature誌のトップ50グローバル・リサーチシティーで12位にランク付けされた。

Yangtze River Delta（長江デルタ）が国家戦略に組み込まれたことによって、「一帯一路」やYangtze River Economic Belt（長江経済ベルト）など主要なチャンスが南京に到来し、古都の南京開発は可能性に満ちている。昨年、南京のハイテク企業の数は1282社増え、前年比70%増となった。新規採用された大学生の数は34万人で、前年比60%増となった。

Nanjing has continued to promote the "Talents in Nanjing Plan", "Starting Career in Nanjing"

Crack the key problem of "transformation"

Nanjing has 53 colleges and universities, more than 800,000 college students,

and more than 80 academicians in Ning. The number of college students, the number of

graduate students and the number of academicians are the top 3 in the country.

But for a long time before, Nanjing failed to turn rich science and education resources

into innovative advantages of development.

The key to the problem is transformation. Nanjing implemented the "Two Landings

and One Integration" project of the implementation of scientific and technological
