Zhejiang Seaport Groupなどの機関が企画したこの2日間にわたるフォーラムは、7月11日の中国の「海の日」を記念して開かれたイベントで、中国の外務省、交通運輸省、浙江省人民政府が主導するChina Maritime Forum 2019のパラレルフォーラムである。
中国の元交通運輸省次官で国際海事機関（IMO）海事大使である徐祖遠氏は、世界は根底からの変化と調整を経験していると語った。21世紀海洋シルクロード沿いの国・地域は、プラットフォームを共同で構築し、協力と共同開発の成果を共有することにより、港湾と海運業の共同開発を享受する。
5年間にわたる共同の取り組みの後、MPFは今や世界中の港湾と海運業の間の協力とコミュニケーションを促進するための重要なプラットフォームとして役立っている、と徐氏は付言した。
国際港湾協会（IAPH）のサンチアゴ・ガルシア・ミラ会長は、世界の港湾業界は過去5年間に、エネルギー消費変革、データ交換、道徳規範、ガバナンス、セキュリティー、エネルギー効率などの目標を掲げ、目覚しい発展を遂げてきたと述べた。
中国外務省のグオ・シュエジュン国際経済局次長は、21世紀海洋シルクロードは一帯一路の共同構築に組み込まれた部分であると語った。海洋シルクロード建設のためには、海の相互接続性の促進、グリーンシルクロードの開発、イノベーションの探求、開放された世界経済の支持、ブルーパートナーシップの確立と国際協力の強化という5つの側面での分野での共同の取り組みが必要とされる。
2018年世界港湾開発リポートによると、広州港、寧波舟山港、天津港など中国の9の港湾すべては、世界中でコンテナ取扱量の伸びが全体的に鈍化したにもかかわらず、世界のトップ20の港湾リスト入りし、ランキングも2017年より上昇した。
MPFは2015年以来、5年連続で開催されてきた。2018 MPFの成果としてNingbo Initiative（寧波イニシアチブ）は4月、Second Belt and Road Forum for International Cooperation（第2回一帯一路国際協力フォーラム）の成果リストに含まれた。

The 5th Maritime Silk Road Port International Cooperation Forum (MPF), themed
at promoting inclusive and open development, was opened in Ningbo City, east
China's Zhejiang Province on Thursday.

The 2-day long forum, organized by Zhejiang Seaport Group and other institutions,
is a parallel forum for the China Maritime Forum 2019, an event launched to mark
the Maritime Day of China on July 11, and is guided by China's Ministry of Foreign Affairs,
Ministry of Transport and the People's Government of Zhejiang Province.
Xu Zuyuan, former vice minister of China's Ministry of Transport and Maritime
Ambassador of International Maritime Organization (IMO), said the world is
undergoing profound changes and adjustments. By co-building a platform and
sharing fruits of cooperation and co-development, countries and regions
alongside the 21st Century Maritime Silk Road will embrace joint development of
their ports and shipping businesses.
After five years of joint efforts, the MPF has now served as an important
platform for promoting cooperation and communication among ports and shipping
businesses around the world, added Xu.
In the past five years, global ports industry has achieved remarkable
development amid energy consumption transformation, data exchanges, morality,
governance, security and energy efficiency challenges, said Santiago Garcia
Mila, president of International Association of Ports and Harbors (IAPH).
Guo Xuejun, deputy director general of the Department of International Economic
Affairs of China's Ministry of Foreign Affairs, said the 21st Century Maritime
Silk Road is an inherent part of co-building the Belt and Road. To construct
the maritime silk road, joint efforts are needed in five aspects including
promoting marine interconnectivity, developing green Silk Road, exploring
innovation, upholding open world economy and strengthening international
cooperation together with the establishment of the blue partnership.
According to the 2018 global port development report, nine Chinese ports
including the Guangzhou Port, Ningbo-Zhoushan Port and Tianjin Port all ranked
among the world top 20 ports with even higher rankings than 2017 in 2018
despite general slower growth in container throughput worldwide.
Since 2015, the MPF has been convened for five consecutive years. In April, the
Ningbo Initiative, as an outcome of the 2018 MPF, was included in the List of
Deliverables of the Second Belt and Road Forum for International Cooperation.
