2019年UNDP水素産業会議が中国の仏山で開催

【仏山（中国）2019年10月28日新華社＝共同通信JBN】UNDP（国連開発計画）Hydrogen Industry Conference 2019（2019年UNDP水素産業会議）が10月26日、中国の仏山市南海区で開催された。「Hydrogen – World Connection – Future Creation（水素－世界との結びつき－未来の創生）」がテーマの同会議には水素エネルギー産業の発展について討議するため、全世界の水素エネルギー産業の専門家、学者、ビジネス代表者が仏山市南海区に集結した。この会議の目的は水素と燃料電池の産業化を促進し、中国グリーン経済の国際的な協力と交流の舞台を構築することである。

この会議は科学技術部が主導し、仏山市政府と仏山市南海区人民政府の全面的な支援を受けて国連開発計画と中国自動車工業協会が共催した。3日間の会議期間中には10のテーマのフォーラムも開催された。The 3rd International Hydrogen Energy & Fuel Cell Technology & Product Expo Foshan China（第3回中国仏山国際水素エネルギー・燃料電池技術と製品博覧会）も同時開催され、水素燃料電池車両の製造、水素エネルギー、燃料電池部品、素材などの分野を全面的に網羅した。

会議の期間中には中国の燃料電池車両産業で初の安全マニュアルとなる「Safety Guidance for Hydrogen Fuel Cell Vehicles 2019（2019年水素燃料電池車両安全ガイダンス）」が発表された。これによって燃料電池車両に関する同産業の安全への認知が高まり、産業の関連基準の策定と改定の基礎になるだろう。

UNDPの副次官補でアジア太平洋担当副地域ディレクターであるバレリー・クリフ氏はスピーチで次のように述べた。UNDPは16年にわたって中国の低炭素経済を支持すると共に、国内の水素と燃料電池産業に向けて水素をベースにしたクリーンエネルギーのソリューション研究にコミットしている。水素エネルギー経済の開発と燃料電池の商用化により、中国は水素エネルギーと燃料電池の産業化に向けた広範な国際的プラットフォームを構築し、中国の環境に優しい低炭素経済の開発を促進し、国連の持続可能な開発目標の達成にも貢献した。

水素エネルギーは環境に優しく効率的で、広範囲に適用できるため、南海区のグリーン開発の先頭に立ってきた。南海区は中国初の水素再充填ステーションを発足させ、水素エネルギー車両への支援政策を導入した。同区は商用化・規格化された高密度の水素再充填ステーションの大規模な建設を推進している。現在、南海区はその商用化・規格化された高密度水素再充填ステーションの第一グループと中国初の石油‐水素共同ステーション建設に成功している。

南海区は水素産業の人材開発も検討すべき課題としている。今回の会議では、UNDP Hydrogen Economy Vocational Training Institute（UNDP水素経済職業訓練インスティテュート）が公式に設立された。同インスティテュートは「仙湖水素バレー」に位置し、UNDPと仏山市南海区人民政府が共同で推進している。

UNDP Hydrogen Industry Conference 2019 held in Foshan, China

On October 26, UNDP Hydrogen Industry Conference 2019 was held in Nanhai

District of Foshan City, China. With the theme of "Hydrogen - World Connection

- Future Creation", the Conference brought together experts, scholars and business

representatives across the globe in the hydrogen energy industry to Nanhai, Foshan,

to discuss the development of hydrogen energy industry. It aimed to promote

the industrialization of hydrogen energy and fuel cells, and build a platform for

international cooperation and exchanges of China's green economy.

The Conference was guided by the Ministry of Science and Technology and

co-hosted by the United Nations Development Programme and the China Association

of Automobile Manufactures with full support from the People's Government of

Foshan City and People's Government of Nanhai District, Foshan City. There were

10 themed forums during the three-day conference. The 3rd International

Hydrogen Energy & Fuel Cell Technology & Product Expo Foshan China was held at

the same time, covering complete hydrogen fuel cell vehicle manufacturing,

hydrogen energy and fuel cell core components, material and other fields.

During the Conference, the first safety manual of China's fuel cell vehicle

industry, Safety Guidance for Hydrogen Fuel Cell Vehicles 2019, was launched.

It will improve the industry's safety awareness for fuel cell vehicles and provide

basis for development and revision for the industry's relevant standards.

Valerie Cliff, UNDP Deputy Assistant Administrator, and Deputy Regional Director for Asia

and the Pacific, said in her speech that for 16 years, the UNDP has been committed to

advocating a low-carbon economy in China and exploring a hydrogen-based clean energy solution

for the domestic hydrogen and fuel cell industry. Through the development of hydrogen energy

economy and fuel cell commercialization, they have built a broad international platform for

China's industrialization of hydrogen energy and fuel cell, promoted the development of China's

green and low-carbon economy, and contributed to the achievement of the UN's Sustainable

Development Goals.

Hydrogen energy has spearheaded Nanhai District's green development as it is green,

efficient, and widely applicable. In recent years, Nanhai District has launched China's

first hydrogen refueling station and introduced supportive policies for hydrogen energy

vehicles. It has pushed the construction of high-density, commercialized and standardized

hydrogen refueling stations on a large scale. At present, Nanhai District has successfully built

the first batch of high-density, commercialized and standardized hydrogen refueling stations

and the first oil-hydrogen joint station in China.

Nanhai District has also put hydrogen industry talent development on its agenda.

In the Conference, the UNDP Hydrogen Economy Vocational Training Institute was

officially established. The Institute is located in the "Xianhu Hydrogen Valley" and is jointly

promoted by the UNDP and the People's Government of Nanhai District, Foshan City.
