タイが海外で初のUnionPayチップカード規格を採用

【上海（中国）2015年8月19日新華社＝共同通信JBN】銀聯国際（UnionPay International）とタイ銀行協会（Thailand Bankers Association）は8月18日バンコクで、Chip Card

Standard License Agreement（チップ（IC）カード規格ライセンス協定）に調印した。協定によると、UnionPay（銀聯）のチップカード規格がタイ銀行業界の規格として同国の銀行に導入される。海外でUnionPay（銀聯）規格を地元の統一チップカード規格に採用したのはタイが初めてとなった。

2014年にタイ銀行協会および主要な市中銀行が検討した結果、UnionPayチップカード規格はタイの銀行にとっての受付とカード発行の推奨規格になった。銀聯国際（UnionPay International）とタイ銀行協会との間で規格ライセンス協定が調印されたことは、中国が独自の金融テクノロジーと標準規格の輸出で大きな躍進を遂げたことを示している。さらにこの協定によって、タイ全土におけるデビットカードおよびATMカードのチップへの移行が促されることにもなる。

銀聯国際（UnionPay International）の葛華勇会長は中国・タイ外交関係樹立40周年に際し、ライセンス協定調印は中国とタイの金融協力にとって画期的な出来事であり、UnionPay（銀聯）とタイの銀行との業務提携は技術的な規格協力に格上げされたと語った。この協力を通じて、タイの銀行業界は磁気ストライプからチップ（IC）カードへのアップグレードと国際標準規格との互換性を達成した。これは革新的なアプリケーションと付加価値サービスの確固たる基盤を築くとともに、カードホルダーの体験を常に最適化することが可能となる。

タイ銀行協会のコブサク・ドゥワンディー事務局長によると、タイにおけるチップカード規格プログラムは、銀行カード業界の向上を加速するタイ中央銀行の戦略に沿ったものである。UnionPay（銀聯）チップカード規格は厳格な検討と幅広い業界協議をふまえて選択された。これによってタイの銀行カード業界の発展が推進されるとみられている。

UnionPay（銀聯）カードは現在、タイのほぼすべてのATMをはじめ、大手百貨店、空港・免税店、セブン－イレブン、チェーン・スーパーマーケット、ダイニングホテル、観光地など約70%の小売店で受け付けられている。その他のASEANメンバーもUnionPay（銀聯）カードの受付およびカード発行を実施している。シンガポール、マレーシア、タイの人々は、日常の買い物や海外旅行で頻繁にUnionPay（銀聯）カードを利用している。

Thailand becomes the first stop of UnionPay Chip Card Standard that is 'going global'

UnionPay International and Thailand Bankers Association signed Chip Card

Standard License Agreement in Bangkok on August 18. According to the agreement,

the chip card standard of UnionPay will be introduced to the local banks as the

standard of Thailand's banking industry. Thailand has become the first overseas

nation which adopts UnionPay standard as its local uniform chip card standard.

In 2014, with the review of Thailand Bankers Association and major commercial

banks, UnionPay chip card standard became the recommended standard for

acceptance and card-issuance for Thailand's banks. Today, the signing of the

standard license agreement between UnionPay International and Thailand Bankers

Association shows that China has achieved a significant breakthrough in

independent financial technology as well as standard export. Furthermore, it

will push forward nationwide chip migration of debit cards and ATM cards in

Thailand.

According to Ge Huayong, Chairman of UnionPay International, on the occasion of

the 40th anniversary of diplomatic relations between China and Thailand, the

signing of the license agreement is a milestone for financial cooperation

between China and Thailand as business cooperation between UnionPay and Thai

banks is upgraded to technological standard cooperation. UnionPay chip card

standard is compatible with the international EMV standard. Through this

cooperation, Thailand's banking industry achieves the upgrade from the magnetic

strip to the chip and compatibility with the international standard, which lays

a solid foundation for innovative application and value-added services, and

constantly optimizes the experience of the cardholders.

According to Kobsak Duangdee, Secretary General of Thailand Bankers

Association, the chip card standard program in Thailand follows the Thai

Central Bank's strategy of accelerating the upgrade of bank card industry. The

UnionPay chip card standard is chosen after stringent review and extensive

industrial consultation. It is believed that this will promote the development

of the bank card industry in Thailand.

Now, UnionPay cards are accepted by nearly all ATMs and about 70% of merchants

including large department stores, airports and downtown duty-free shops, 7-11

convenience stores, chain supermarkets, dining hotels and tourist attractions

in Thailand. The other ASEAN members have also enabled the acceptance and

issuance of UnionPay cards. The local residents in Singapore, Malaysia and

Thailand use UnionPay cards frequently in their daily purchase as well as their

international travel.
