中国・浙江省が高品質の外国直接投資の集積地となることを目指し努力

【杭州（中国）2018年6月9日新華社＝共同通信JBN】浙江省政府が主催する第20回中国浙江投資貿易会議（China Zhejiang Investment and Trade Symposium、ZJITS）が6月7日、浙江省寧波で開かれた。このシンポジウムは、ビジネスフォーラム、見本市、展示会などの一連の活動を通じて、浙江省の開放経済の発展と高品質の外国直接投資の誘致を促進する。

中国の東部沿岸に位置する浙江省は中国の改革・開放のパイオニアである。1978年の中国の改革開放以来、同省は経済グローバル化がもたらす機会に細心の注意を払い、開放のレベルを継続的に改善し、積極的に外資を導入し、高い基準を創出する努力の一環としてZJITSに代表される積極的な開放協力プラットフォームの構築を加速した。外国資本集積地としての質は、完全な開放の新しい様式の形成を徐々に促進した。

ZJITSは、対外貿易および経済協力に関連する浙江省で最も重要で影響力のあるイベントとして、1999年の第1回以来19回連続して成功裏に開催されてきた。これまでの会議では、3700件以上の外国投資プロジェクト、 コミットメントベースで総額500億ドル超が調印されてきた。ZJITSは、浙江省が国際協力を拡大し、海外への開放水準を高める重要な手段となっている。

米商業会議所の会頭、ジ・ルイダ氏は浙江投資貿易見本市（Zhejiang Investment and Trade Fair）で「中国は現在も米国投資の極めて重要な投資先である」と語った。起業家精神と経済の活力で有名な浙江省は、過去20年にわたって外国企業に無数の機会と支援を提供してきた。これには、様々な開発区、工業団地の建設、経済協力を促す広範なイベントの開催が含まれている。

浙江省商務部の統計によると、今年4月末現在、浙江省には累計で外資企業約6万2000社があり、実際には約2000億米ドルの外国資本を活用している。外国貿易と双方向投資の急速な発展は、浙江省での産業発展を促進した。それは、浙江省製品のグローバルバリューチェーンのローエンドからミドルエンドおよびハイエンドへの発展を効果的に促進し、国際的産業分業および競争への参加において「Zhejiang Height」（浙江高地）を創出し続けた。

統計によれば、2013年から2017年にかけて、浙江省のハイテク産業への実行ベース外国投資は、22.7%の年間成長率を記録し、2017年の同省の実行ベース外国投資総額の24.4%を占め、この比率は2012年の12%から上昇した。

浙江省商務部ディレクターのシェン・チウピン氏は「国際社会への開放を継続することは、発展と繁栄のための唯一の方法だ」と述べた。浙江省は「Two Resources, Two Markets」（2つの資源、2つの市場）構想に従って、国内外のオーディエンスに経済的、技術的および行政的進歩を積極的に推進している。

14年にわたる沈黙の後、今年5月9日に、浙江省の「開放」をどのように継続するかに関する会議が開かれた。「一帯一路」構想により設定された方向性に沿って、同省の近代化および国際化を加速するための10項目の新たな主要政策が導入された。浙江省は2020年までに双方向投資の大手センターに発展すること、および国内人材および国際人材の両方にとり主要な目的地となることにコミットする。

China's Zhejiang province strives to be gathering place for high-quality FDI

On June 7th, the 20th edition of China Zhejiang Investment and Trade Symposium

(ZJITS), hosted by the provincial government, was opened in the city of Ningbo,

Zhejiang province. Through a series of activities such as business forums,

trade fairs, and exhibitions, the symposium promotes the development of

Zhejiang's open economy and its attraction for high-quality foreign direct

investment.

Zhejiang, located on the eastern coast of China, is a pioneer in China's reform

and opening up. Since China's reform and opening up in 1978, the province has

paid close attention to the opportunities brought about by economic

globalization, continuously improved the level of opening up, vigorously

introduced foreign investment, and speeded up the construction of a high-energy

open cooperation platform represented by the ZJITS, in an effort to create high

standards. The quality of foreign capital gathering places, gradually promoted

the formation of a new pattern of full opening.

As the most important and influential event in Zhejiang related to foreign

trade and economic cooperation, the ZJITS has been successfully held for 19

consecutive terms since the first session in 1999. The previous symposiums have

witnessed the signing of more than 3,700 foreign-invested projects, with a

total committed investment of over 50 billion US dollars. The ZJITS has become

an important instrument for Zhejiang to expand international cooperation and

enhance the level of its opening to the outside world.

Speaking at the Zhejiang Investment and Trade Fair, Ji Ruida, President of the

America Chamber of Commerce stated that, "China remains a vital destination for

US investment." Zhejiang province, famous for its entrepreneurial spirit and

the vitality of its economy, has provided countless opportunities and support

for foreign enterprises over the last couple of decades. This has included the

construction of various development zones, industrial parks as well as holding

a range of events that encourage economic cooperation.

According to statistics from the Department of Commerce of Zhejiang Province,

as of the end of April this year, Zhejiang accumulated a total of nearly 62,000

foreign-invested companies, and actually utilized foreign capital of nearly 200

billion US dollars. The rapid development of foreign trade and two-way

investment has promoted industrial upgrading in Zhejiang. It has effectively

promoted the development of Zhejiang products from the low end of the global

value chain to the middle and high end, and continued to create the "Zhejiang

Height" in participating in the international industrial division of labor and

competition.

Statistics show that from 2013 to 2017, the paid-in foreign investment in

high-tech industries of Zhejiang recorded an annual growth rate of 22.7

percent, accounting for 24.4 percent of the total paid-in foreign investment of

the province in 2017, up from 12 percent in 2012.

Sheng Qiuping, director of Zhejiang Provincial Department of Commerce, said

that "Continuing to open up to the international community is the only way to

develop and prosper." Following the concept of 'Two Resources, Two Markets',

Zhejiang is actively promoting it's economic, technological and administrative

progress to audiences at home and abroad.

On May 9th of this year, after fourteen years of silence, a conference was held

on how to continue the 'opening up' of Zhejiang province. In line with the

direction set by the Belt and Road Initiative, ten new major policies were

introduced to accelerate the modernisation and internationalisation of the

province. By 2020 Zhejiang province will committed to developing into a major

centre of two-way investment as well as becoming a major destination for both

domestic and international talent.
