中国・東莞が製造業発展で広東－香港－マカオ大湾岸圏に貢献

【東莞（中国）2018年12月4日新華社＝共同通信JBN】広東－香港－マカオ大湾岸圏の建設が続くにつれ、中国南部の都市、東莞は製造業アップグレードでより多くの恩恵を受けている。東莞市人民政府宣伝部によると、同市は最近、香港と提携して産業協力促進会議を開催し、双方のあらゆるソーシャル部門から800人超の人材を引き付け、総投資額約350億元（50億3000万米ドル）の39件のプロジェクトが調印された。

歴史的には東莞は中国の改革開放政策を採用し外国資本を誘致したことにより、遅れた農業県から著名な国際製造業都市に変貌した。今日の東莞は外部世界に対し「イノベーション基地」という新たなイメージで再び進化した。例えば、昨年同市では毎日5つの企業が設立された。そして現在ではハイテク企業4058社とその候補企業2400社を擁しており、いずれの数字も広東省内の地級市の中で首位である。先端製造業の付加価値はハイテク部門全体の50%超を占めてきた。

東莞は大湾岸圏建設の一方、新たな機会をつかみ、グローバリゼーション志向の高い水準の開放パターンを形作ってきた。同市は高品質発展で大湾岸圏努力に貢献し、自らを同地域における先端製造業センターに構築し続けている。

香港の西九龍から東莞の虎門までは40分かからない。大湾岸圏全域の鉄道網がさらに統合されるにつれ、香港、深セン、東莞間を1日で移動することは人々の日常生活の一部となる。

道路網建設に伴い、大湾岸圏の中枢都市としての東莞の役割はより明確になる。次第に東莞は珠江両岸の半時間経済圏が収れんする場所となってきた。大湾岸圏の東部と西部の統合開発を進める重要な軸と連携が形成されつつある。

東莞は、イノベーション回廊の後背地として、北西にはカレッジ、大学、研究機関が集まる広州を、また南には、ハイテク事業のクラスターがイノベーションの新鮮な刺激を注入する香港と深センを持つという地理的な優位性を誇示している。

産業専門家は、このように優位な地位を占める東莞はますます多くのハイテク企業を引き付けることになるとみている。そしてイノベーション回廊を結ぶ東莞は、広州および深センとともに中国のシリコンバレーないしIntelligent Valleyとなると予想される。

改善された輸送システムや製造業の基礎のほか、健全なイノベーション・エコシステムは大手グローバル投資家に感銘を与えてきた。例えば中国のハイテク大手、ファーウェイ（Huawei、華為技術）は東莞の松山湖に端末部門の本部をおいている。中国の光学レンズ・メーカーであるLens Technologyは45億元（6億4950万米ドル）を投資し東莞市に工場を建設している。

中国初で世界では4番目の東莞にあるSpallation Neutron Source（破砕中性子源）は今年8月、国家検収テストに合格した。これは東莞の全世界からの人材プール能力を増加させよう。今年4月オープンしたSongshan Lake Material Laboratoryは、中国科学院（CAS）、Harbin Institute of Technology（ハルビン工業大学）、北京大学からの専門家を含む科学研究開発の10チームの最初のグループを引き付けた。

CASメンバーでChina Spallation Neutron Sourceプロジェクトのゼネラルディレクターであるチェン・ホーシェン氏は「Songshan Lake（松山湖）は数年内により多くの世界クラスの科学者の場所となろう」と語った。

松山湖に本拠を置くCenter of Excellence for Advanced Materialsのディレクター、チャン・シューイエン氏は「機能的なプラットフォーム、十分な資本、好ましい政策、健全な環境を持つ東莞は科学的人材に人気のある場所となるだろう。私はここに住んだ最初の日以来、この場所により大きな興味を持ってきた」と述べた。英ISIS Spallation Neutron SourceのEngineering Laboratoryの最年少主任科学者だった同氏は2016年に中国に戻ってきた。

Baiao Yade Technologyの創設者であるジョウ・ゼンタオ氏は「イノベーション・エコシステムのためにはサプライチェーン強化も不可欠である。創造的なアイデアを具体的モデルに変えるには通常、1週間かかるが、東莞では1日しかかからない」と語った。Baiaoは、医師の診断精度を高めるために、それぞれの治療推奨事項を有する患者向けにカスタマイズされた機械を製造している。

China's Dongguan Contributes to the Guangdong-Hong Kong-Macao Greater Bay Area with its Manufacturing Developments

As the construction of the Guangdong-Hong Kong-Macao Greater Bay Area

continues, the southern Chinese city of Dongguan has gained more edges over the

upgrading manufacturing. According to the Information Office of the People's

Government of Dongguan Municipality, the city recently joined hands with Hong

Kong to hold an industrial cooperation promotion conference, attracting more

than 800 talents from all social sectors of both sides and saw the signing of

39 projectswith a total investment of some 35 billion yuan (USD 5.03 billion).

Historically, Dongguan morphed into a noticeable international manufacturing

city from a backward agricultural county thanks to adopting China's reform and

opening-up policy and attracting foreign capital. Today's Dongguan has evolved

again with a new image to the outside world - an innovation base. For instance,

five companies were set up each day in the city last year. And the city is now

home to 4,058 high-tech enterprises and 2,400 candidates of this kind, both

ranking first among other prefecture-level cities in Guangdong. The value added

of advanced manufacturing has accounted for over 50% of that of the entire

high-tech sector.

With the new opportunities while constructing the Greater Bay Area, Dongguan

has shaped a pattern of a higher level of opening-up that is

globalization-oriented, and it continues to contribute to the Greater Bay Area

endeavor with high-quality development, and build itself into the center of

advanced manufacturing in the region.

It takes less than 40 minutes to travel from West Kowloon, Hong Kong to Humen,

Dongguan. As the rail network across the Greater Bay Area is more integrated,

traveling among Hong Kong, Shenzhen and Dongguan within one day becomes part of

people's daily life.

With the constructing of the road network, Dongguan's role as a pivotal city of

the Area becomes more obvious. Increasingly, it has become a place where the

half-hour economic circles of both banks of the Pearl River converge. A

critical axis and linkage that advances the integrated development of the east

and west parts of the Greater Bay Area, is taking shape.

Dongguan, as the innovation corridor's hinterland, is demonstrating its

geographical edges, with Guangzhou, where colleges, universities and research

institutes gather, on its northwest; and Hong Kong and Shenzhen, where a

cluster of high-tech businesses injects fresh impetus for innovation, on its

south.

Industry experts believe that with such an advantageous location, Dongguan will

draw a growing number of high-tech firms. And the city, a connector of the

innovation corridor, is anticipated to become China's Silicon Valley or

Intelligent Valley together with Guangzhou and Shenzhen.

Other than the improved transport system and manufacturing foundation, a sound

innovation ecosystem has strongly impressed leading global innovators. For

instance, Huawei, a Chinese tech giant, has based its terminal headquarters in

Songshan Lake, Dongguan. And Lens Technology, a Chinese manufacturer of optical

lenses, has invested 4.5 billion yuan (USD 649.5 million) in building a plant

in the city.

In August, the Spallation Neutron Source in Dongguan, China's first and world's

fourth, passed its national acceptance test. That will multiply the city's

capacity of pooling talents from across the globe. The Songshan Lake Material

Laboratory, which opened this April, has attracted a first batch of ten teams

of scientific research and development, including those from Chinese Academy of

Sciences (CAS), Harbin Institute of Technology and Peking University.

"Songshan Lake will be home to more world-class scientists in a few years,"

said Chen Hesheng, academician of CAS and general director of China Spallation

Neutron Source project.

"With functional platforms, sufficient capital, favorable policies and a sound

environment, Dongguan will become a popular destination for scientific talents.

I've developed more interest in this place since the very first day I lived

here," said Zhang Shuyan, director of the Songshan Lake-based Center of

Excellence for Advanced Materials, who was the youngest chief scientist of the

Engineering Laboratory of the UK ISIS Spallation Neutron Source and returned to

China in 2016.

"An enhanced supply chain is also essential for the innovation ecosystem.

Normally, it takes a week to turn a creative idea into a tangible model. Yet,

in Dongguan, it only costs a day," said Zhou Zhentao, founder of Baiao Yade

Technology, which manufactures customized machines for patients with respective

treatment recommendations in ways to increase doctor's diagnosing accuracy.

A whole host of high-growth technology companies like Baiao has settled in

Dongguan and thrived. Thanks to this, the industrial structure of the

manufacturing city is becoming more advanced and its economy more open and

innovation-driven.
