Viettelが新しいe-Cabinetシステムで政府の効率とビジネスの利便性を向上

Viettelは「e-Cabinet（e内閣）」と命名された、ベトナム政府の運営と特徴に基づいた特注システムを制作した。このシステムは、デジタル署名付き電子投票を提供する一方、政府会議のために文書を安全にアップデート、保存、管理することによって、紙の使用を排除することを約束する。また当局者に自動的に通知とリマインダーを送る。

Viettelによれば、このシステムは機密文書を除き、年末までに会議時間を30%短縮し、政府会議での紙の使用を完全になくすことに役立つと期待される。

先月、ハノイでベトナムのグエン・スアン・フック首相が主催した政府会議で、e-Cabinetが初めて運用された。会議中に、新しいシステムを使用してオンライン投票が行われた。27人の閣僚が電子タブレットを使い、電子識別に関する布告を可決した。会議室に実際にはいなかった4人も投票した。

マイ・ティエン政府官房長官は、すべての情報がデジタルで記録されているため、システムはささいな改変を排除することもできると語った。これは、ビジネスやスタートアップにとってのハードルを取り除くのに役立ち、その結果、経済を押し上げる。

Viettelの新製品は、「スマートシティー」の概念が世界中で勢いを増していることから生まれてきた。調査会社デロイトによると、この概念は世界中の政府に影響を及ぼしてきており、当局はインターネット・オブ・シングス（IoT）のインターネット技術を使って市民にとり新しい価値を見出し、機能を強化し、プロセスを合理化しようとしている（注）。

Viettelによると、e-Cabinetはベトナムを「スマート」な国に変えるための第1歩にすぎない。

Viettel Boosts Government Efficiency And Business Friendliness With New E-Cabinet System

Vietnam's leading telecommunications company Viettel has proudly launched an

electronic system which aims to help the Vietnamese government to increase

efficiency and improve business friendliness.

E-cabinet Lauching of Vietnam Government

Dubbed "e-Cabinet", Viettel tailor-made the system based on the operations and

characteristics of the Vietnamese government. The system promises the

elimination of the use of paper by securely updating, storing, and managing

documents for government meetings while offering electronic voting with digital

signatures. It also automatically sends notifications and reminders to officials.

Viettel says the system is expected to help reducing meeting times by 30 percent

and completely remove the use of paper at government meetings by the end of the year,

except for confidential documents.

e-Cabinet was first put into operation during a government meeting hosted by

Vietnamese Prime Minister, Nguyen Xuan Phuc in Hanoi, last month. During the

meeting, an online vote was held using the new system. Twenty-seven cabinet

members voted on a decree on electronic identification using electronic tablets.

This includes four who were not physically present in the meeting room.

Minister-Chairman of the Government Office, Mai Tien, said the system could

also eliminate petty corruption since all information is recorded digitally.

This will help removing hurdles for businesses and startups, and in return, boost the economy.

Viettel's new product comes as the concept of "smart cities" gains momentum

around the world. According to research firm, Deloitte, this concept has been

influencing governments around the world, with authorities looking to use the

Internet of Things technology to find new value for citizens, enhance

capabilities, and streamline processes. [1]

According to the telecommunications giant, e-Cabinet is just the first step in

turning Vietnam into a "smart" country.

"The E-Cabinet system has been thoroughly tested before implementation.

It ensures the efficient and safe transfer and storage of sensitive information.

Viettel will invest financial resources, technology and talent in cooperating

with government to further create an electronic, modern, transparent, and

efficient working environment within the administration. This will become the

basis in the creation of a digital-based economy and society in Vietnam," said
