グローバル化と多国間主義を焦点にUnderstanding China Conferenceが開幕

【広州（中国）2019年10月28日新華社＝共同通信JBN】第4回Understanding China Conferenceが26日に広州で開幕し「新たなグローバリゼーションと中国の新たな一連の改革開放」のテーマを巡って踏み込んだ議論が行われた。

組織委員会によると、17の国と地域から約600人の政治家、ストラテジスト、学者および企業家と国際機関の代表者らが2日間の会議に参加した。

参加者は、広州－香港－マカオ大湾岸圏の開発、グローバル・ガバナンス、中国の経済発展などを話題とする踏み込んだ議論、セミナー、フォーラムに出席する見通しである。

開会式で元メキシコ大統領のエルネスト・セディージョ氏は、グローバリゼーションの機会を拡張し拡大することを可能にした国際貿易体制は、現在「多大な重圧の下にある」と述べた。

同氏はグローバルな多国間主義を保護するための共同の協力を呼び掛け、「われわれは全ての国が率先して多国間貿易体制を保護し強化するよう望む」と述べた。

国連工業開発機関（UNIDO）のリー・ヨン事務局長は、セディージョ氏の見解に同調し、保護貿易主義的な機運に警告し、国境を閉ざす経済圏は雇用機会やイノベーション投資から自らを切り離す恐れがあると述べた。

専門家はグローバル化における中国の役割を高く評価した。

リー氏は「グローバル化と中国の自国政策とは非常に補完的かつ互恵的である。中国のグローバル化へのコミットメントと現在の新たな一連の改革と開放を完全に理解するには、このことを認識する必要がある」と述べた。

ケンブリッジ大学Department of Politics and International Studies（政治・国際関係研究学部）のシニア・フェローであるマーティン・ジャック氏は、中国はグローバル化に多大な貢献をしてきたと述べ、グローバル化に対する中国の基本的な見解の1つは包括性であり、それにより中国は世界経済により良く統合していると付け加えた。

シンガポール国立大学Asia Research Instituteの名誉フェローであるキショール・マブバニ氏は「われわれは新たなグローバル化を始めなくてはならない。それは非常に難しいものになるが、われわれは成し遂げることができる」と述べた。

2013年に発足したUnderstanding China Conferenceは、世界が中国の発展戦略を理解するためのプラットフォームとして機能してきた。

中国南部の経済的原動力である広東省の省都・広州は常に中国の改革開放の最前線にある。現在、国家中央都市で包括的ゲートウエーである広州は、外国貿易、ビジネス環境、産業転換、国際交流および社会統治の面で強固な基盤を構築した。中国の開放が一層進む中、広州は全方位的、広範かつマルチレベルの開放パターンを自ら作り上げた。

広州市政府によれば、同市のGDPは年初来の9カ月間に6.9%増加し、1兆7800億元（2520億米ドル）を超えた。

Understanding China Conference opens with focus on globalization, multilateralism

The fourth Understanding China Conference opened Saturday in Guangzhou,

bringing in-depth discussions around the theme of "New Globalization and

China's New Round of Reform and Opening-Up."

About 600 politicians, strategists, scholars, entrepreneurs from 17 countries

and regions, as well as representatives of international organizations,

participated in the two-day event, according to the organizing committee.

Participants are expected to attend in-depth discussions, seminars and forums

with topics including the development of the Guangdong-Hong Kong-Macao Greater

Bay Area, global governance and China's economic development.

The international trading system that has made possible the extension and

expansion of the opportunities of globalization is nowadays "under severe stress,"

said Ernesto Zedillo, former president of Mexico, at the opening ceremony.

He called for joint efforts to protect global multilateralism, saying that

"we hope all countries can take the initiative to protect and reinforce the

multilateral trading system."

His view was echoed by Li Yong, director-general of the UN Industrial

Development Organization, who cautioned against protectionist sentiments,

saying that economies that close their borders risk cutting themselves off from

job opportunities and innovation investment.

Experts spoke highly of China's role in globalization.

"Globalization and China's own policies have been highly complementary and

mutually beneficial. We need to recognize this to fully understand China's commitment

to globalization and the new round of the reform and opening up today," Li said.

China has contributed a lot to globalization, said Martin Jacques, a senior fellow of

the Department of Politics and International Studies at the University of Cambridge,

adding that one of China's basic views on globalization is inclusiveness, which allows

China to better integrate into the world economy.

"We have to launch the new globalization. It will be very difficult, but we can succeed,"

said Kishore Mahbubani, a distinguished fellow at the Asia Research Institute of National

University of Singapore.

Launched in 2013, the Understanding China Conference has served as a platform

for the world to understand China's development strategies.

Guangzhou, capital of south China's economic powerhouse Guangdong Province,

has been at the frontier of China's reform and opening-up. Today, as a national

center city and a comprehensive gateway, Guangzhou has set up a solid foundation

in terms of foreign trade, business environment, industrial transformation, international

exchanges and social governance. With China increasingly opening up, Guangzhou has

formed an all-dimensional, wide-ranging and multilevel pattern of opening up itself.

The GDP of Guangzhou increased by 6.9 percent in the first nine months of this year

to more than 1.78 trillion yuan (USD 252 billion), according to the city's government.
