◎マレーシアの北部コリドーに100人の起業家選定

【クアラルンプール（マレーシア）2012年7月9日ベルナマ＝共同JBN】マレーシアの北部コリドー実施庁（Northern Corridor Implementation Authority、NCIA）は現在、北部コリドー開発地区（NCER）で高価値、高生産量の農作物を生産し、高収入状況を生み出すために100の起業家を定着させることを計画している。

NCIA最高責任者のレジャ・ラフィク氏は、この計画がマレーシア企業のJPB Asia Pasifik Sdn Bhd（JPB）とそのパートナーで、日本、シンガポール、タイ、中国、米国への野菜、果物の供給企業であるエム・アール・ティージャパン（MRT）との合弁で実行されると語っている。

合弁企業設立の合意書は、今週鹿児島市でJPBのマネジングディレクターであるマズリ・マンソール氏と小村志郎MRT社長が署名した。この署名にはレジャ・ラフィク氏と森山裕自民党衆議院議員（鹿児島選出）が同席した。

鹿児島県は本州最南端の県で、東京から陸路約3200キロ離れている。

レジャ・ラフィク氏によると、両社はこの目的のために1億500万リンギットを投資する予定で、うち3500万リンギットは既に初期段階として必要なさまざまな設定を行うために投資済みである。

この合弁事業の下で、JPBは日本人が好むロックメロン、唐辛子、サラダ菜、スナップエンドウ、キュウリなどさまざまな農作物を育てる訓練を受ける起業家候補者を選定する。これら農作物はジョージタウンのアラクダ（ペナン州）にある6カ所の温室とケダ州のクアラネランにある別の6カ所の温室で栽培される。

起業家が生産した農産物の30％は地元に出荷され、残りは日本や日本人人口の多いタイ、シンガポール、中国、香港の日本人向け市場に出荷される。

レジャ・ラフィク氏は、NCIAとして北部地域の人々の所得を増やし、所得格差を減らす使命を遂行しながら、同地域農家の生産する農作物を変えるのを目標としていると語っている。これら地域には、ペレリス州、ケダ州、ペナン州、ペラ州が含まれる。

レジャ・ラフィク氏は「NCERは豊かな農作物の採れる地域である。農業は高品質、高容量産品を生産することによって収入を上げる方法の一つである。これはハイテクを使用することによって遂行できる」と語った。同氏は鹿児島で野菜、果物市場の卸売りを見学している。

JPBマネジングディレクター、マズリ・マンソール氏は、合弁企業として2013年初めごろから温室産の高価値、高生産量農産品の輸出を開始する計画だと述べている。

同氏は「完全に操業が始まれば、これらの温室は約5000トンのさまざまな高品質で高生産量の生鮮農産物が生産できると予測している」と語っている。

JPBは生鮮食料品の供給企業として2000年にマレーシアで設立された。顧客の1社にKFCマレーシアがある。

NCIA Plans to Establish 100 Entrepreneurs To Produce Agriculture Products

The Northern Corridor Implementation Authority (NCIA) plans to establish 100

entrepreneurs in the Northern Corridor Economic Region (NCER) to produce

agriculture products of high value and yield, as well as helping them to

achieve high-income status.

Its Chief Executive, Datuk Redza Rafiq said the plan will be jointly carried

out by a Malaysian company, JPB Asia Pasifik Sdn Bhd (JPB), and its partner,

MRT Japan Co Ltd (MRT), which is a supplier of vegetables and fruits to Japan,

Singapore, Thailand, China and the United States.

The agreement to undertake the venture was signed by JPB Managing Director Haji

Mazri Mansor and MRT President Shiro Komura in Kagoshima, Kyushu this week.

Datuk Redza Rafiq and Japan's Congressman from Kagoshima, Hitroshi Moriyama

witnessed the signing.

Kagoshima is situated at the southernmost prefectures in Honshyu region. It is

about 3,200 km to the south from Tokyo by land.

According to Datuk Redza Rafiq, both companies will be investing about RM105

million towards the purpose, of which RM35 million has already been spent to

date to take care of the various set ups needed in the initial stage.

Under this venture, JPB will select the potential entrepreneurs who would be

trained to cultivate various farm produce liked by the Japanese people such as

rock melon, chili, salad, snappy peas and Japanese cucumber in six greenhouses

located namely in Ara Kuda, Georgetown and another six more in Kuala Nerang,

Kedah.

Thirty per cent of the produce from the entrepreneurs will be marketed locally

and the rest to the Japanese markets including in Japan and other countries

with high Japanese population such as Thailand, Singapore, China and Hong Kong.

Datuk Redza Rafiq said NCIA aims to change the agricultural practices of

farmers in the northern region, in line with its mission to boost the earnings

and reduce the income disparity among the people in the areas, which covered

Perlis, Kedah, Penang and Perak.

"NCER is a flourishing agricultural area. Farming is one of the ways to boost

the earnings of the farmers by producing high quality and high volume products.

This can be done by using high-technology," said Datuk Redza Rafiq, who also

visited wholesale vegetable and fruits market in Kagoshima.

JPB Asia Pacific Sdn Bhd Managing Director, Haji Mazri Mansor said the company

plans to start exporting high value, high yield agriculture produce from its

greenhouses beginning early 2013.

"When fully operational, the greenhouses are expected to produce about 5,000

tonnes of various high quality, high yield perishable agriculture products," he

said.

JPB was incorporated in 2000 as a supplier of perishable goods in Malaysia. One

of its customers is KFC Malaysia.
