展示会経済、都市部国際化と地方再生発展の生態循環を構築する杭州市蕭山区

【杭州（中国）2018年12月13日新華社＝共同通信JBN】11月30日、アルゼンチンの首都ブエノスアイレスでG20サミットが開催され、全世界の関心を集めた。わずか2年前、中国東部の都市、杭州で成功裏に開催されたG20サミットも、世界中から注目された。G20杭州サミットの主会場があった杭州市の蕭山区は近年、ハイエンドの会議・展示会産業を発展させ、展示会経済のエコロジーサークル（生態循環）構築を加速し、都市部の国際化と地方再生に向けて統合と開発を促進している。

蕭山区は、中国で最も活動的な地域経済を享受する長江デルタの南部に位置している。その先進的経済で、2018年中国トップ100区の10位にランクされた。域内にある杭州蕭山国際空港の影響が増大し、杭州総合鉄道ハブも建設されて、地域ハブとしての蕭山の地位が確立された。

G20杭州サミットの主会場、Hangzhou International Expo Centre（杭州国際博覧センター）は杭州蕭山国際空港から車で30分の距離にある。2016年9月にG20杭州サミットが開催されて以来、国際団体連合（UIA）などから相次いで数件の国際認証を取得しており、蕭山はG20杭州サミットの主会場になったばかりか、2022年杭州アジア大会の主要な諸会場にも予定されている。

完備したハードウエア施設、展示会開催の豊富な経験、独自の展示観光経験によって、蕭山の会議・展示会産業は質量両面で飛躍的発展を遂げている。今年の10カ月で、蕭山はさまざまな規模の展示会を56回、あらゆる種類の会議を7415回開催したが、このうち70%は国際会議だった。

杭州・蕭山観光局の局長は「蕭山の会議・展示会産業は国際化、工業化、ブランディングを目指している。将来、われわれは蕭山を中国で最もダイナミックで強力な会議・展示会地域にし、『中国東部の応接間』、『国際的な居間』として、ブランド人気を引き上げるつもりである」と語った。

国際的に名高い観光都市、杭州の重要な観光機能区域として、蕭山は観光資源の優位性を十分に発揮している。「大型会議・展示会」の観点に始まり、観光・レジャー産業に集中して観光と会議・展示会産業統合を促進、それによって観光と会議・展示会の産業を協調して開発する互恵パターンができている。

蕭山は昨年12月、激烈な競争を経て初の国際観光組織、世界観光連盟（WTA）の誘致に成功し、湘湖景区に本部を置いた。今年9月には、世界観光連盟とともに一連のイベントを開催し、そこで国際会議ブランド「湘湖」が世界のプラットフォームにデビューした。

蕭山観光局の局長は「ハイエンドの会議・展示産業開発は、蕭山の生態環境に高い要求を提示した」と述べた。局長にとって、湘湖はその生態的優位性から、世界観光連盟の誘致立候補に足るものであった。蕭山と杭州の関連当局は総額300億元以上を投資し、13年にわたって湘湖を保護・開発してきた。

湘湖の保護・開発を一例として、蕭山は展示会経済のエコロジーサークル建設を加速している。一方、会議・展示会産業と観光の急速な開発は、ホームステイ産業の台頭につながった。さまざまな事業形態のホームステイ産業は、蕭山の美しい地方建設の新たな柱になっている。

蕭山南部の河上で、「Hai niao tian di」（海鳥の世界の意）という名のホームステイインが内外観光客の大きな人気を集め、中国ホテル協会から「最も人気のあるホームステイイン」に選定された。築100年の中国家屋を改装したもので、伝統的な中国スタイルの外観を保持しながら、内部には各種現代機器が備わっている。観光客は夜、笹の音を聞きながら眠り、朝は鳥のさえずりで目覚める。窓を開けば、伝統的な中国の田舎の優雅な光景を楽しむことができる。

自然景観、民俗文化、昔の町や村、その他の資源を生かして、蕭山区の多くの町村は田舎を景勝地、農家をゲストハウス、農産品を観光商品に転換し、地元住民を豊かにして田舎を活性化する役に立てている。蕭山では最近、さまざまな様式の魅力あふれる美しい村々が急速に台頭している。

杭州に長年住むリトアニア人、シャルナスさんは「ここの村はほとんど、地元の素朴な魅力とおしゃれな都市生活機能を併せ持っている」と話した。

蕭山区政府は今年初め、地方再生戦略の5カ年行動計画に着手し、2022年6月までに区内にある村を全て、「美しい村、豊かな住民、繁栄する産業、調和のとれたコミュニティー」という美しい田舎のアップグレード版でカバーすることを提案した。

「8月18日の満潮はほかのどこでも見ることができない壮観」―。銭塘江は数千年にわたり、その珍しい特別な満潮で、数えきれないビジターを魅了してきた。銭塘江の南岸にある蕭山は現在、「ポスト・サミットとプレ・アジア大会」の歴史的チャンスの時期とらえ、世界に名高い都市機能を持つ現代国際都市を建設する最前線に立っている。

Hangzhou Xiaoshan: Constructing the Ecological Circle for Exhibition Economy and Developing the Internationalization of Urban Areas and Rural Revitalization

The G20 Summit opened in Buenos Aires, the Capital of Argentina, on Nov. 30,

drawing the attention of the whole world. Just two years ago, the G20 Hangzhou

Summit was held successfully by an eastern Chinese city, Hangzhou, which also

attracted worldwide attention. Xiaoshan District of Hangzhou City, where the

main venue of the G20 Hangzhou Summit was located, has been developing high-end

convention and exhibition industry in recent years, speeding up the

construction of the ecological circle for exhibition economy, and boosting the

integration and development for the internationalization of urban areas and

rural revitalization.

Xiaoshan is located in the south wing of the Yangtze River Delta, which enjoys

the most active county economy in China. With its developed economy, it ranks

the tenth place out of China's top 100 districts in 2018. As the influence of

Hangzhou Xiaoshan International Airport grows in the area and Hangzhou

integrated railway hub was constructed, Xiaoshan's status as a regional hub has

been established.

It's half an hour's drive from Hangzhou Xiaoshan International Airport to

Hanghzou International Expo Center, the main venue of the G20 Hangzhou Summit.

Since the G20 Hangzhou Summit was held in September, 2016, with several

international certifications acquired in succession from organizations, such as

the Union of International Associations, Xiaoshan is not only the location for

the main venue of the G20 Hangzhou Summit, but also the area, where the most

venues are laid out for the Hangzhou 2022 Asian Games.  

With perfect hardware facilities, rich experience in exhibition reception and

unique exhibition tourism experience, the convention and exhibition industry in

Xiaoshan has achieved leapfrog development both in quantity and quality. Within

the first ten months of the current year, Xiaoshan has held 56 exhibitions of

various scales and 7,415 conferences of all kinds, 70% of which were

international conferences.

"The convention and exhibition industry in Xiaoshan aims at

internationalization, industrialization and branding," said the director of the

Tourism Bureau of Xiaoshan, Hangzhou. "In future, we will build Xiaoshan into

the most dynamic and strong convention and exhibition area in China, raising

the popularity of its brand as 'East China reception room' and 'the

International Living Room'."

As an important function area for tourism in Hangzhou, which is an

internationally renowned tourism city, Xiaoshan gives full play to its

advantages of tourism resources, starting from the point of view of "big

convention and exhibition", focusing on the tourism and leisure industry,

facilitating the integration of tourism and convention and exhibition industry,

and thus a mutually beneficial pattern of the coordinated development of

tourism and convention and exhibition industry has been formed.

Last December, after a fierce competition, Xiaoshan successfully introduced the

first international tourism organization, the World Tourism Alliance, and

settled its headquarters in the Xianghu Scenic Area. In September this year,

Xiaoshan organized a series of events together with the World Tourism Alliance,

with which the international convention brand named as "Xianghu" debuted on an

international platform.

"The development of high-end convention and exhibition industry has put forward

higher requirements for the ecological environment of Xiaoshan," said the

director of the Tourism Bureau of Xiaoshan. To him, Xianghu was able to stand

out in the competition to attract the World Tourism Alliance to settle there,

mainly thanks to its ecological advantages. Related authorities in Xiaoshan and

Hangzhou have been protecting and developing Xianghu for 13 years with the

total investment adding up to more than 30 billion yuan.

With the example of the protection and development of Xianghu, Xiaoshan is

speeding up the construction of the ecological circle for exhibition economy.  

Meanwhile, the rapid development of convention and exhibition industry and

tourism has led to the rise of the homestay industry. The homestay economy in a

variety of business modes has become a new pillar for the beautiful rural

construction in Xiaoshan.

In Heshang Town of southern Xiaoshan, a homestay inn named "Hai niao tian di"

(meaning "a world of sea birds") enjoys great popularity among domestic and

foreign tourists and has been named "the Most Popular Homestay Inn" by the

China Hotel Association. It was remodeled from a century-old Chinese-styled

house. The exterior of it retains the traditional classical Huizhou

architectural style, while the interior is equipped with all kinds of modern

devices. Tourists fall asleep listening to the sound of bamboo leaves at night

and wake up to the chirping of birds in the morning. They can open the window

to enjoy the graceful scenery of the traditional Chinese countryside.

Relying on natural landscapes, folk culture, ancient towns and villages and

other resources, a number of villages and towns in Xiaoshan District have

turned the countryside into scenic spots, farmhouses into guest houses,

agricultural products into tourism commodities, which helps enrich the local

residents and vitalize the countryside. Nowadays in Xiaoshan, a group of

beautiful villages with different styles and full of charm are rising rapidly.

"Most of the villages here have both the local rustic charm and the fashionable

urban life functions," said Sarunas, a Lithuanian, who has lived in Hangzhou

for a long time.

Early this year, the government of Xiaoshan District launched the Five-Year

Plan of Action for the Rural Revitalization Strategy, proposing that by June,

2022, all established villages in the whole District should be fully covered

with an upgraded version of beautiful countryside with "beautiful villages,

wealthy residents, prosperous industries and harmonious communities".

"The tide on August 18 is a spectacle that can been so nowhere else." For

thousands of years, Qiantang River has mesmerized countless visitors with its

unique and extraordinary tide. Today, Xiaoshan, which lies on the southern bank

of Qiantang River, is seizing the historic opportunity period of "post-summit

and pre-Asian Games" and standing on the front of building a modern

international city with world-famous city features.
