成都が国の最高クラスを目指すニューエコノミー発展計画を策定

【成都（中国）2017年11月13日新華社＝共同通信JBN】「2022年までにニューエコノミーの生産高は5000億人民元を超え、ニューエコノミー評価額は国の最高クラスに位置しなければならない」。成都ニューエコノミー発展会議が11月9日に開催され、成都のニューエコノミー開発の戦略目標が提案された。

米国の雑誌ビジネスウィークが1996年に概念を提唱して以来、「ニューエコノミー（新経済）」は止められない嵐のように世界中を席巻、新しい経済構造をもたらし、その結果として国家レベルの競争力を変えた。

中国ではニューエコノミーの成長は最高潮に達し、2016年に「新経済」が初めて政府活動報告に含まれた。習近平総書記の「新たな発展概念を実行し、近代的経済システムを確立する」ための戦略的展開は、重要な要件、視点、方法をニューエコノミー拡大の加速に組み入れた。

ニューエコノミー開発に関しては、成都はこれまで以上に自信がある。現在、成都のニューエコノミーの総生産高、発展指標、競争力は全国でそれぞれ4位、6位、7位を占め、同市のビッグデータ、クラウドコンピューティング、デジタル金融、その他の代表的なニューエコノミー部門は中国の最前線に位置する。

今年4月の第13回中国共産党成都市大会の報告は、革新主導の先駆都市の革新的開発概念と樹立の真剣な実施を要求することを明確に規定した。成都は成長を推進する第1の原動力として革新の利用を貫き、それによって、総合的な革新的改革実験と自由貿易実験地区の設置から成る「二重駆動」の革新と創造性の新環境を基本的に形成する。成都は革新志向の経済システムと開発モデルを創造する取り組みを速め、それによって、国家的革新型都市と国際的影響力を持つ革新・起業センターを基本的に形成しなければならない。成都国家中央都市産業発展会議は7月に、比較優位を利用し、革新主導の統合軍民発展戦略の実施を深化させ、ニューエコノミーを断固として発展させ、大衆の革新と起業を利用し、科学技術の小・零細企業の大躍進を推進するために、ニューエコノミーと新たな推進力の発展を確実にする必要性を明示した。伝統産業の改革・改良と都市の変容発展に役立つ新たなエネルギーを注入するために、技術の重要要素の根源の革新を強化し、技術の重要要素の組織的な供給を増やし、技術の重要要素の集中的な実用化を強固にし、シェア経済とデジタル経済の発展を支える措置を含め、技術の重要要素を革新する措置を取るべきだ。

Chengdu New Economy Development Research Institute（成都新経済発展研究所）が9月に設立され、ニューエコノミーの将来の大計画を話し合い、大きな産業の成長を促進する新たな原動力を見つけるために国中のニューエコノミー部門の指導者、電子科技大学（University of Electronic Science and Technology of China）の卒業生と教員の代表らが成都に集まった。成都新経済発展会議が11月9日に開かれ、成都市は最新の進歩に遅れるな、独創性に貪欲であれ、ニューエコノミーの成長実現の道を積極的に探れと、明確に要求した。豊富な科学技術人材源、大規模な消費用途、独特の地域文化遺産のような比較優位は成都のニューエコノミー発展に最も肥沃な土壌を与えてきた。

「成都のニューエコノミー発展の進路には多くの課題や困難があることも認める必要がある」。会議では市の主要指導者らが認めた。「成都は資源の不足と環境容量の制約の両方の圧力下にある。古い手段では新しい目的は達成されず、低水準の発展では人々に受け入れられないだろう。このことは、みんなが市の持続的発展につながる新しい道を開拓するために、ニューエコノミーの発展に確固として一丸となって手を携えて協力することを要求する」

全国的な視野に広げると、ニューエコノミーの揺籃の地と隆盛の地域が形成され、ニューエコノミーの発展の環境が整い、それによって、北京、上海、深セン、杭州のような大都市が主導権を握り、一部の地域中核都市が追いつき、追い越そうと競争に加わっている。

世界的な成長に直面して、改革者のみが前進し、革新者のみが強くなり、改革革新者のみが勝つ。成都は推進力として新技術を使い、主要エンティティーとして新組織を使い、支持者として新産業を使い、動力として新事業形態を使い、突破口として新モデルを使い、デジタル経済、スマート経済、グリーン経済、創造的経済、フロー経済、シェア経済の「6つの新経済形態」の発展を重視しつつ、独特の成都の特徴を備えた新経済産業構造を確立する。目標は2022年までに、少なくともユニコーン企業7社とユニコーンになる可能性のある60社以上を含む市内で10万以上のニューエコノミー企業を集め、科学技術の新規開業参加者を28万を超える規模にすることである。

Chengdu Formulates New Economic Development Blueprint that Aims for the Nation's Top Echelon

"By 2022, output of new economy shall exceed RMB 500 billion and value of new

economy shall be ranked in the nation's top echelon". On November 9, the

Chengdu New Economic Development Conference was held and Chengdu's strategic

targets of new economic development were proposed.

Since American magazine BusinessWeek came up with the idea in 1996, "new

economy" has swept the globe like an unstoppable storm, leaving reshaped

economic structures and changed state-level competitiveness in its wake.

In China, growth of new economy has shifted into high gear and for the first

time in 2016 "new economy" was included in the Government Work Report. General

Secretary Xi Jinping's strategic deployments in "implementing new developmental

concepts and establishing modernized economic system" incorporated the key

requirements, viewpoints and methods in accelerating the expansion of the new

economy.

In terms of developing new economy, Chengdu is more confident than ever. At

present, the total output, development index and competitiveness of Chengdu's

new economy respectively rank fourth, sixth and seventh nationwide, while the

city's big data, cloud computing, digital finance and other representative new

economy sectors are listed among the forefront in China.

In April this year, the report from the 13th Chengdu Municipal Congress of the

Communist Party of China clearly stipulated the demands of earnest

implementation of innovative developmental concepts and establishment of an

innovation-driven pioneering city. Chengdu shall persist in utilizing

innovation as the number one engine in driving growth, thereby basically

forming a "dual driven" innovation and creativity new climate comprised of

comprehensive innovative reform experiments and establishment of free trade

experiment area. Chengdu shall speed up its effort in creating an

innovation-oriented economic system and development model, thereby basically

forming a national innovation-type city and an innovation and entrepreneurship

center with international clout. In July, the Chengdu National Central City

Industry Development Conference proposed the need to ensure cultivation of new

economy and new driving force, so as to better harness comparative advantages,

deepen the execution of innovation-driven and integrated military-civilian

development strategy, emphatically develop new economy, capitalize on

innovation and entrepreneurship of the masses, and propel breakthrough growth

in science and technology small and micro enterprises. Steps shall be taken in

innovation technology key factors, including measures to strengthen innovation

of source of technology key factors, reinforce coordinated supply of technology

key factors, fortify concentrated commercialization of technology key factors,

and underpin the cultivation of share economy and digital economy, so as to

inject new energy conducive to the reformation and upgrading of traditional

industries and the transformative development of the city.

In September, the Chengdu New Economy Development Research Institute was

founded, and new economy sectors leaders across the country and representatives

of alumni and teachers of University of Electronic Science and Technology of

China gathered in Chengdu to discuss grand schemes for the future of new

economy and to find new fuel for powering the growth of great industries. On

November 9, the Chengdu New Economic Development Conference was held and the

city explicitly demanded: stay abreast of the latest advancements, stay bold in

creativity, and stay proactive in exploring paths to realize growth in the new

economy. In addition, comparative advantages such as abundance of scientific

and technological talents resources, massive size of consumption applications

and unique regional cultural legacies have bestowed the most fertile soil for

the progression of new economy in Chengdu.

"We also need to recognize that there are plenty of challenges and difficulties

in the course of Chengdu's new economic development". At the Conference, chief

leaders of the city admitted "Chengdu is under pressure from both shortage of

resources and restriction in environment capacity. Taking old routes will not

achieve new objectives, while developing at low levels will not be accepted by

the people, which mandate everyone to join hands and work together as a single

entity that will remain steadfast in developing new economy in order to blaze a

new path that will lead to sustainable development for the city.

Raising the scope to a nationwide perspective, the cradles and hot zones of new

economy have been formed and a new economic development climate has shaped,

whereby metropolises like Beijing, Shanghai, Shenzhen and Hangzhou take helm

and certain regional central cities compete to keep up and surpass.

In the face of global growth, only reformers will advance, only innovators will

become strong, and only reform innovators will win. In the future, Chengdu will

insist in using new technology as driving force, using new organizations as

main entities, using new industries as support, using new business formats as

engine and using new models as breakthrough, with emphasis on developing the

"six new economic forms," as in digital economy, smart economy, green economy,

creative economy, flow economy and sharing economy, so as to establish a new

economic industries structure with distinct Chengdu characteristics. By 2022,

the goal is to accumulate more than 100,000 new economy enterprises in the city

including at least seven unicorn companies and over 60 potential unicorns, as

well as surpassing the 280,000 mark in the size of science and technology

start-up participants.
